CORPORATE AFFAIRS
Work Programme 1 covers the provision of the services of the Secretariat of the IHO and, through the Secretariat, the management and fostering of relations with other international organizations. Work Programme 1 is executed primarily by the Directing Committee, now Secretary General with the assistance of the Directors.
There is no specific Assembly decision addressing WP 1 other than those under A1/D08 for submissions to the Council. The Secretary General therefore proposes to set priority to specific elements:

3. PROGRAMME 1 PRIORITIES: 2018
Contribute to IMO-IHO Harmonization Group on Data Modelling HDGM
Issue/Risk: Critical for the establishment of S-100 concept as foundation for e-nav.
Assess range and efficiency of participation on events outside the core of hydrographic interest
Issue/Risk: refocus limited resources in time and personal capacity to events with direct benefit
Plan and start a complete overhaul of the IHO website including incorporation of GIS-services
Issue/Risk: requires substantial internal resources and external assistance
Manage the announced wave of new membership
Issue/Risk: high level visits and extended provision of information may be required
Assist the Council in its phase of operational consolidation and contribute to the revision process of the strategic plan (Decision A1/03)
Issue/Risk: the strategic plan delivers the basis for the further work of the Organization

HYDROGRAPHIC SERVICES AND STANDARDS
Programme 2 focuses on the implementation of component 1.4 of Strategic Direction (SD) 1: “developing, improving, promulgating and promoting clear, uniform, global hydrographic standards to enhance safety of navigation at sea, protection of the marine environment, maritime security and economic development”. Decision A1/08: The Assembly urged Member States to contribute more actively to the implementation of Programme 2 and to maintain the relevant expertise

5. PROGRAMME 2 PRIORITIES: 2018 (1/2)
Develop an S-100 Interoperability Specification
Issue/Risk: Critical to the S-100 concept itself.
Develop all the components needed to make S-101 a reality (S-101 Portrayal Catalogue Builder, Test Strategy and Test Beds, Implementation Guidance, Validation Checks, etc.)
Issue/Risk: Nomination of new S-101 Project Team Manager
Develop S-121 Product Spec for Maritime Limits and Boundaries
Issue/Risk: Product expected by DOALOS

Consider data quality aspects in an appropriate and harmonized way for all S-100 based product spec.
Issue/Risk: Inconsistencies when S-100 based products start to become available
Prepare Ed of S-44
Issue/Risk: Scope of work
Develop initial guidance on definition and harmonization of Maritime Service Portfolios
Issue/Risk: Lack of resources. Strategy driven by OEM, rather than by IHO/IALA/IMO.

INTER REGIONAL COORDINATION AND SUPPORT
Programme 3 focuses on the implementation of Strategic Direction (SD): SD2: “Facilitate global coverage and use of official hydrographic data, products and services” and, SD4: “Assist Member States to fulfil their roles”.

Development of the Capacity Building Programme
Expected increase in the provision of capacity building requests and follow up activities by existing and new IHO member states
Issue/Risk:
Pressing need to nominate permanent CB Coordinators in affected regions
Expected increase of Additional CB assistance in the IHO Secretariat required
Further need for additional funding
Issue/Risk: Submissions from RHC stagnate due to the limitations in funding

Continued development and maintenance of ENC and INT Schemes
Issue/Risk:
Lack of appropriate surveys or re-surveys in areas where there is no satisfactory coverage
Areas yet to be charted are of low priority due to their remoteness
Diminish overlapping data in the same area for technical reasons
Need to agree about an appropriate ENC scheming for technical reasons at regional level

Development of Crowd Sourced Bathymetry Guidelines
Issue/Risk:
Low attention of Member States on the draft of CSB guidance document
Ongoing skepticism on the CSB concept amid the maritime community and hydrographic organizations because of legal issues and the usefulness of the acquired information
Seabed 2030 Project Management Plan
Establish robust fund management and supervision of project activities
Encourage contribution of bathymetric data to the IHO DCDB
Coordinate with on-going IHO Crowd Sourced Bathymetry initiative

Concept Development Study (CDS) for Marine Spatial Data Infrastructures
Issue/Risk:
Funding of the Concept Development Study pending to IHO approval
Reporting of MSDI activities by MS to RHCs inconsistent
Limited visibility on how MS engage with government, commerce, academia and third sector to enable and deliver access to, sharing and re-use of hydrographic data to a wider user community
Low MS engagement on MSDI related activities
RHCs and MSDI meetings, MSDI Awareness short courses, meetings with other regional bodies and speaking at industry seminars
