The Regional Operating Company Aquaserv S.A. was established in 2007 and is responsible for the water and wastewater infrastructure in Tulcea County, including groundwater and surface water from the Danube River. Water infrastructure, including treatment and distribution systems, is aged and requires upgrading. Distribution systems throught the County needs rehabilitation, repair and expansion to reach developed areas, to reduce water losses, and to maintain water quality. 3 AQUASERV PRESENTATION (1):
In 2006, with a EuropeAid funding a consulting consortium prepared a master plan for Tulcea County as a guide for infrastructure development through 2025. The master plan projected a need for 400.000.000 EURO to upgrade water and wastewater systems within the county. The first phase of this effort has been scoped and is proceeding in the municipalities of Tulcea, Sulina, Macin, and Isaccea, all within Tulcea County. This project phase is already funded at a level of 113.786.589 EURO. 4 AQUASERV PRESENTATION (2):
The value of 113.786.589 EURO is financed through Environment Sectorial Operaţional Programme, the first application. The works on site had begun. The Project endorses especially mesures for the drinking water sector, rehabilitation of the surface an underground raw water intakes, of the transmission and distribution pipes, of the drinking water treatment plants (rapid sand filtration, sedimentation units by coagulation-flocculation, granular active carbon filters, ozon and clorination units, sludge treatment units), reservoirs and pumping stations rehabilitation and construction, SCADA and water metering implementation and measures for wastewater colection and purification system rehabilitation and construction including three new waste water treatment plants – for a population equivalent of 100.000, 5.000, and 10.000 p.e. 10 AQUASERV PRESENTATION (8): The second application will be also on the Environment Sectorial Operational Programme. The application form will be for around 50 millions EURO and the list of agglomerations will contain Tulcea, Isaccea, Macin, Sulina, Babadag, Sfantul Gheroghe, Somova, Revarsarea. The feasibility study that makes the object of this presentation will be included in the second application. The second application will be submitted in the second half of the year 2011. After the implementation of the second application the water and wastewater needs for Tulcea, Isaccea, Macin and Sulina will be fullfiled with a rate of 100%.
11 US EXPERTISE IN THE WASTEWATER AND WATER SECTOR (1): Within the second application the feasibility study for Tulcea agglomeration is currently made by Halcrow inc. Aquaserv S.A. Tulcea is the beneficiary of a 339,000 USD Grant offered by USTDA for the feasibility study mentioned above. The project described in the feasibility study report entailed assessing needs, evaluating alternatives and developing budgets and plans to enhance water and sewer systems in the city of Tulcea, Romania and to enhance water treatment in the city of Sulina, Romania
12 US EXPERTISE IN THE WASTEWATER AND WATER SECTOR (2): FEASIBILITY STUDY MAIN COMPONENTS for Tulcea agglomeration: mila 42+500 water source, dike surheaving; mila 42+500 pumps, mechanical and electrical instalations; mila 42+500 civil works; tulcea water treatment plant onsite hipochlorite generation facility; 15 km of water transport pipe rehabilitation; 53 km of water distribution pipe replacement; 36 km of sewerage pipe replacement; 9 km of wastewater transport pipe replacement; 12 km of sewerage pipe extension; 5 wastewater pumping stations rehabilitation; 4 new wastewater pumping stations; scada, automation, mobile units for water, wastewater analisys, radar scanning.
13 US EXPERTISE IN THE WASTEWATER AND WATER SECTOR (3): FEASIBILITY STUDY MAIN COMPONENTS for Sulina agglomeration: sulina water treatment plant onsite hipochlorite generation facility; Studies: It has been completed an evaluation of disinfection options in Tulcea and Sulina. The study included field tests conducted by Halcrow with hypochlorite generation units.
