4 REVISION PLANT HEALTH REGIME
DG Sanco announces revision of EU Plant Health Regime Intra-EU extension of ISPM15 for all WPM back on the table AGRA-Ceas FCEC Socio Economic Impact Assessment Di-electric Heating approved by the IPPC and EU Commission. January 17th, DG Sanco Advisory Group Meeting discloses “Draft Regulatory Options for intra-EU extension ISPM15” Option 1 -> Deregulation (no rules anymore) Option 2 -> Rapid introduction as from a given date in 2015 to all WPM Option 3 -> Rapid introduction only for new and repaired WPM Option 4 -> Rapid introduction only for all high-risk WPM Option 5 -> General introduction of ISPM15 only after 5 years.

P TASKFORCE 2013* ACHIEVEMENTS Demonstrated that its Membership is talking with a ‘single voice’ with great input on FCEC study and backing the work of ISPM15 Taskforce. We are now a highly respected, recognised professional stakeholder for the EU Commission DG Sanco on all ISPM15 matters. We are the exclusive Industry representative at the IFQRG group of Scientists, the highest authority recommending FAO IPPC regulations. FEFPEB established relationship with FAO IPPC. (Thank you Filipa) The EU DG Sanco having put the development of the intra-EU extension of ISPM15 legislation ‘ON HOLD’ for at least till 2015 !!

Influencing IPPC needs a Global Co-operation – ‘single voice’ Is an IPPC mark a valid proof of ISPM15 compliance ? Regional implementation differences of the ISPM15 regulations. Funds and Research necessary to proof that WPM is compliant. Maximize industry efforts to minimize risks of infestations. Make di-electric heating a commercially available alternative. Please no Changes to standards without a global consensus A revision of the 2009 ISPM15 regulations for Repair of WPM. 9. Harmonisation implementing ISPM15 – marking & repair rules

P WAY FORWARD -> CONCLUSIONS FEFPEB will keep supporting all initiatives to protect our forest. Try to get RECYCLERS more involved. (NWPCA best practice) TEST and DEVELOP the capability of Di-Electric Heating. TALK to your local NPPO’s (to grow understanding and needs) Pallet Pools require a specific ISPM15 regime. (fully controlled) Pallets should keep ISPM15 status once HT. (durable marking) Working in PARTNERSHIP in a constructive way with DG Sanco UNITE our LOBBYING EFFORTS to ensure that EU & IPPC Regulations will be scientifically justified, reasonable, feasible and AFFORDABLE.
