Composite ARNG Safety Development & Assessment Program (CASDAP) Information Update Brief Mr. Kenneth Washington (703)

Multiple Lines of Unsynchronized Redundant Effort Focus on problem identification Problem resolution not built into processes Commonalities of overlapping effort Unsynchronized scheduling Time/Resource Intensive for both units and inspectors Heavy disruption of unit OPTEMPO Units subjected to redundant comprehensive inspections Disjointed, unconsolidated data bases of common interest to multiple users Lack consistent interpretation of standards Aviation Support Activity Accident Prevention Survey ASAAPS CLRT COMET IH/OH VPP Voluntary Protection Programs Command Maintenance Evaluation Team Industrial Hygiene/ Occupational Health Assessments Command Logistics Review Team OIP Organizational Inspection Programs (Unit Specific) Aviation Training and Assessment Team ATAT

Regulatory Safety Audits Requirement: AR , DA Pam , and NGR require Ground Safety Assessments and program audits every 36 months Requirement: NGR establishes the Aviation Support Activity Accident Prevention Survey Program (ASAAPS) Facilities shall be subjected to not more than one ASAAPS in a twelve month period and not less than one ASAAPS every three years Program Background

Existing Program Deficiencies Aviation Support Activity Accident Prevention Survey Program (ASAAPS): 1.Not funded for 2011 or Volunteer participation unreliable due to competing priorities 3.Volunteer members required to travel for 5 days 4.Results not standardized 5.Results not analyzed for trend analysis and counter measure development 6.Travel expenses incurred, even if no foundational safety program existed Program Background

Existing Program Deficiencies Ground Safety Assessments: 1.Results not analyzed for trend analysis and counter measure development 2.Travel expenses incurred, even if no foundational safety program existed 3.Resistance from State Safety Managers to be assessed by contractors during on-site assessments Program Background

Composite ARNG Safety Development & Assessment Program Mission Statement: Identify safety system inadequacies through standardized remote assessments, share best practices, assist states in resolving program gaps, thoroughly develop tailored countermeasures, and deliver actionable metrics for AVS resource prioritization in order to proactively resolve program deficiencies to enhance Soldier survivability throughout ARNG formations. CASDAP: Resolution-focused

Composite ARNG Safety Development & Assessment Program Launches in Q1FY13 Allows State and Facility Safety Managers to first conduct remote assessments of their own Safety and Occ Health programs, and supports customized follow-on developmental actions (on-line support/on-site coaching) Generates cost savings from reduced travel of large inspection teams, and greater efficiency in unit visits Inspection results are maintained on a server, giving units the ability to self-audit and upload supporting docs SOPs, appointment orders, HAZLOGS, and photographs substantiate requirements typically inspected on site Meets requirements based in AR and NGR 385-series (safety) and AR 40-5 (preventive medicine) regulations, and satisfies NGR (Aviation Support Activity Accident Prevention Survey Program) requirements Users gain access to an online continuity file for inspection programs to include FORSCOM ARMS, range and explosive safety, and SASOHI checklists, and are able to electronically share best practices Expandable to incorporate additional checklists in future updates Enables tailored program development and issue resolution from the ARNG level, helps generate actionable safety metrics and provides benchmark examples to facilitate safety program improvements Detailed video-based users tutorials will be distributed to each state safety manager in Q1FY13 https://www.guardsafetyeaudit.org CASDAP Program Highlights

1.CASDAP includes the CASDAT (Composite ARNG Safety Development & Assessment Team) and the SSC (ARNG Safety Support Center). The CASDAT is comprised of the CASDAT-C and the CASDAT-M. 2.CASDAT-C, is a team of contract Subject Matter Experts specializing in ground and aviation safety that provide safety program development through on-line assessments using the eAudit Tool. 3.CASDAT-M, is a team of military SMEs conducting on-site assessments and coaching, following the initial remote phase. Remote and On-Site Assistance

CASDAT-C 1.Coordinate integration of the eAudit tool across all states and territories 2.Provide Technical assistance 3.Distribute best practices 4.Identify deficiencies and help develop solutions 5.Provide expertise for countermeasure product development by SSC Team Specifics

1.Team composition tailored based upon on-line assessment results 2.Augmented by trained SMEs, utilizing Certified Accident Investigators 3.Reduced footprint because 80% of assessment is conducted on-line 4.Reduced on-site presence that is mostly developmental and not assessment focused 5.Augmented by CASDAT-C Team Specifics CASDAT-M
