6 Instruments to promote more efficient energy consumption in buildings amendments in the Building Act due to transposition of the EPBD support for the energy efficiency improvements in apartment buildings from EU structural funds and national budget promotion of energy auditing in apartment and in public buildings training of building energy professionals (designers, auditors, in municipalities), development of good practices dissemination (by newly established specialised unit in KredEx foundation –

7 Guiding principles in the transposition of the EPBD transpose the requirements of the directive to national legislation in a motivated manner establish conditions for successful functioning of the legislation, avoid complexity and big changes in existing acts ensure energy efficiency improvements in buildings avoid unjustified increase of administrative load

8 Key features of revised Building Act the Building Act sets the basis and procedure for the design, building and use of construction works and for the registration of construction works new definitions buildings with indoor climate control minimum energy performance requirements major renovation energy certificate energy audit

9 Key features of the revised Building Act new types of undertakings all the undertakings operating in the building field must be registered and have specialist in charge already existing types of undertakings are building contractor, design contractor, supervision provider, etc. NEW: energy certifiers of the buildings NEW: energy auditors of the buildings extra requirements for energy certifiers: although they should not have higher education, they must be qualified in a special course for the energy auditing, higher education for specialist in charge is mandatory and there is also a qualification requirement

10 Key features of the revised Building Act enforcement schedule minimum energy performance requirements for buildings: procedures to issue energy certificates for new buildings: procedures to issue energy certificates for existing buildings: detailed requirements for energy auditors and energy certifiers: energy certificate can be requested in transactions after

11 Issuing of the energy certificates for existing buildings principles single certificate for all the building, showing the share of a part of building if needed measured data are preferred to any other data collection or evaluation procedures will be integrated with the Building Register

12 Issuing of the energy certificates for new buildings principles issued by the designer of building single certificate for all the building calculation methodologies are not defined yet will be integrated with the Building Register

13 EPBD Article 9 – Air conditioners requirements should be enforced in 2009 limited use of large-scale equipment small motivation to develop national system for inspection Estonia is open for Baltic co-operation in this field (ensure free movement of services) and any scheme available in Latvia or Lithuania are potentially interesting for us. All the MS should ensure inspection of air conditioners
