All work that was fairly and reasonably within the contemplation of the parties when the subcontract was executed. Other changes require mutual agreement of the parties and must be accomplished by subcontract modification prior to execution of the work.
Delegated to specific project managers by name. Limited to $25,000 or 10% of subcontract value, whichever is less. Field orders must be issued in writing and be signed by the Project Manager and the Subcontractor. Other limitations: Work must be within general scope of the subcontract. Change must be mandatory. Time must be critical (an emergency, or will affect the critical path.) Costs of delay would probably exceed savings to be gained by negotiating price up front. Field orders authorize the subcontractor to perform the work as changed within a cost ceiling. Authority to agree to a specific price for the changed work is retained by Procurement. 4
Obtain estimate of the value of the change. Obtain valid project ID number and validate availability of funds. Obtain valid signature consistent with PID and change value. Send copy of field order within 2 days to the Subcontract Administrator. Send copy of Subcontractors proposal to SA as soon as received. Assist SA in negotiating a binding price and time extension, if any. 5
The Procurement Specialist may direct a change within his/her delegated procurement authority. Sharon Ropes, Laura Crosby, Rose Hoffman, John Tennyson, Marguerite Fernandes-- $500 thousand Sarah Eary -- $2 million Directed changes must be in accordance with the Changes clause of the subcontract. Procurement will issue same day directed changes whenever required.

A/E Subcontractors must have prior written authorization from the Subcontract Administrator prior to doing work that will result in additional cost.
