Construction/Restriction Notification Sams

Where did this come from???

S1 The problem/opportunity Inconsistent, untimely and erroneous construction notifications from statewide districts and border states. 1.Unsafe conditions for construction workers. 2.OW/OD carriers hung up at construction. 3.Carriers routed hundreds of miles out of the way due to phantom construction. 4.Traffic delays. 8 Is this the most important thing I could be doing right now? Overweight/Overdimensional loads are potentially the most dangerous carriers on our highways. As a matter of public safety, construction site safety and preservation of infrastructure… YES! Overweight/Overdimensional loads are potentially the most dangerous carriers on our highways. 9 Above all else construction crew & public safety is our main concern Ensure safety of Kentuckys infrastructure Ensure OW/OD traffic delays dont impede emergency services Ensure OW/OD traffic delays dont congest detour routes/secondary routes, including school and hospital zones Above all else construction crew & public safety is our main concern Ensure safety of Kentuckys infrastructure Ensure OW/OD traffic delays dont impede emergency services Ensure OW/OD traffic delays dont congest detour routes/secondary routes, including school and hospital zones

Is the issue a problem for State Agencies?

KYTC OW/OD issues ~ 500 single trips PER DAY Over 5000 annuals issued last year More than half of these carriers are traveling on non-designated/secondary routes OW/OD carriers speed is not limited other than posted speed limits If the carriers speed is below 45mph on a 4 lane, an escort vehicle is required (extra $ for carrier) Escort cars are not required in construction zones OW/OD issues ~ 500 single trips PER DAY Over 5000 annuals issued last year More than half of these carriers are traveling on non-designated/secondary routes OW/OD carriers speed is not limited other than posted speed limits If the carriers speed is below 45mph on a 4 lane, an escort vehicle is required (extra $ for carrier) Escort cars are not required in construction zones

Is there an easy fix?

S2 Current analysis Model S – Specific…………NO M – Measurable….NO A – Achievable……NO R – Relevant……….NO T – Timely…………..NO Actual Ambiguous data/multiple sources/bid proposals??? No protocol… cant measure KPI From Feb/10 - July/11 no success Previous reporting added no value Notifications commonly sent AFTER restriction began ---OR--- a collision

S3 Gap

S3 GAP Unfortunately, Key Performance Indicators in this case are measured by collisions & highway closures that make the nightly news. OW/OD is rarely notified of collisions or traffic stoppage due to OW/OD loads hung up at construction sites. Ironically there was a physical GAP between the central office and the districts, causing miscommunication.

S4 Root Cause Analysis No defined protocol has been established for reporting construction notifications within each district. No standardized notification form. District engineers were not notified that specific measurements were necessary. Districts assumed 511 website was sufficient. Districts assumed Public Information Officers were obtaining/reporting necessary info. No single point of contact for OW/OD

S5 Actions Taken …A3 Storyboard

S5 Actions Taken Members of the KYTC OW/OD team met with the Division of Construction, Transportation Engineer Director & Transportation Engineer Specialist. The Construction Notification form was presented with a Q & A session. A trial run of the newly implemented Construction Notification report was sent to District 7

S6 Results All district engineers will be required to complete the Construction Notification form as part of the pre-construction checklist and them directly to the OW/OD group inbox 10 days prior as standard protocol. A Dept of Highways Transportation Engineering Specialist has agreed to be the single point of contact to coordinate accurate reporting from district engineers. OW/OD now has a process and information that is: Specific – no more guessing who sends what info Measurable – standardized reporting allows for compliance and KPI review Achievable - All 12 districts reporting on same form to one location Relevant &; - Only necessary info will be reported. No more Bid proposals or unwanted info Timely - All notifications must be submitted at least 10 days prior

S7 Standardization The Construction Notification log standardizes the data required for all 12 districts with a single point of contact. The OW/OD section may now begin filing these notifications in an easily accessible area for each member to reference and used to update the OW/OD restriction web page. District engineers now have defined reporting protocol in all 12 districts. The new Reporting form provides necessary information for Bentley implementation.

S7 Standardization MEMORANDUMConstruction Memo No. XXXX-11 TO:Chief District Engineers District TEBMs for PDP District Section Engineers C.O. Division Directors FROM: , P.E. Director Division of Construction DATE:July 29, 2011 SUBJECT:Division of Motor Carriers Notification It is imperative that when our construction activities impact overweight and/or over-dimensional motor vehicles that we notify the Division of Motor Carriers in a timely and consistent manner. In order to better accomplish this, a new policy and form have been developed. The KYTC – Division of Motor Carriers Highway Construction Notification Form has been developed and will be the method that notification is given to communicate any restrictions that our construction activities will place on motor vehicles. This form should be completed and ed to at least 10 business days prior to the beginning of any restrictions. This form should be discussed at the preconstruction meeting and should be included in the Pre-Construction Conference Checklist. Questions about completing the form can be answered by calling the Overweight/ Over-dimensional Section at It will remain the Section Engineers responsibility to submit this information to the Division of Motor Carriers and to update accordingly as conditions on the project changes. If you have any other questions, please contact this office. Attachment Cc: M. HancockKAHC C.O. Engrs/Techs
