2 Constructability Review
Purpose: Improve the total quality of construction bid package. Leverage the experience and knowledge of construction professionals gained through: Fixing problems caused by the unknown Fixing problems caused by mistakes What is the Goal??? Prevent Problems or Fix Problems Resource: Constructability Guide Book Unknown = Facilities not identified by Utility Coordination effort. A lot of times these are old forgotten facilities (abandoned) Mistakes = Design effort misses conflicts.

Constructability Review Team (CRT) Budgeted for and Assembled by PM The project complexity will determine makeup of team. Could be 1 person. Could be 5. Levels of review for project types are outlined in the Guidebook. Construction Resources: District Construction Engineer Area Engineer Project Engineer/Supervisor Consultant Construction Professionals Constructability Review Team Simple road reconstruction/resurface. CRT Members could be??? Complex Interstate Interchange. CRT Members could be??? Construction, R/W, District Utility staff, Environmental. For Complex….use expert resources. Cost of their involvement up has potential to save big $$$ on back end.

As the Utility Coordinators Always coordinate with PM Initial CRT Engagement Utility Coordination Checklist Item 2.03 Perfect Opportunity for Utility Coordinator to collaborate with Construction Expands understanding/goals of project Establishes good lines of communication Other Benefits? CRT needs to be involved as early as possible in the design process. Utility Coordinator is to make a field visit during Research Phase….work with PM to enlist a construction professional to attend. Construction Professional may notice more subtle clues to utilities. Set GOALS and communicate them. Good communication leads to successful projects! NO SURPRISES!

Further CRT Engagement Stage 2 of Design Checklist Item 5.11: Conflict Analysis Constructability Review can focus on known conflicts Recommend possible solutions ID Critical Path Utility Issues Utility Coordinator should consult with construction ANYTIME there is a question or potential issue. Allow time in the design schedule to conduct Constructability Reviews BEFORE staged submittals are due. Waiting until it is too late to implement comments defeats the purpose. Waste of Reviewers time and effort to note problems the CRT already found. Question: So how can Constructability Review benefit Utility Coordination??? (field comments)

Combine if possible as last Constructability Review Confirms issues have been addressed through: Design alterations to avoid conflicts Well coordinated utility relocation plans Confirms ID of Critical Path Utility Issues Allow time in the design schedule to conduct Constructability Reviews BEFORE staged submittals are due. Waiting until it is too late to implement comments defeats the purpose. Waste of Reviewers time and effort to note problems the CRT already found. Question: So how can Constructability Review benefit Utility Coordination??? (field comments)

Summary Well executed review included in process from beginning to letting Aids in developing: Improved total quality of construction documents Lower change order costs Less delay/claims Higher quality end product Potential Benefits to Utilities/INDOT Simpler, cost effective relocations Eliminate need to relocate “WELL EXECUTED”…..this means there has to be a commitment from the PM (budget and schedule) and the CMT to perform meaningful, timely, complete review. 2 hours of review the day before submitting final tracings DOES NOT CONSTITUTE A WELL EXECUTED REVIEW!!!!

Recurring Special Provision: 107-R-169 Always check for and use current version posted on INDOT website. Adaptable. Covers most situations. Uncommon Utility situations may require Unique Special Provision (USP) USP must be clear and defendable Consult INDOT Utility Section!!! For added clarity….list relocations first UC is responsible to be sure the information shown here matches the relocation plans/documents.

Example Special Provision Does all of this information agree with all of the other construction documents??? Plans, Special Provisions, Utility Agreements, Relocation Plans, etc. IT SHOULD IF UC DID THEIR JOB! Name of Utility. Citizens Water. Contact names. Contact information. So did the phone number for Nate Schiller from PLANS slide agree with the number shown here? It is OK to add addresses here.

22 Construction Documents
Example Special Provision Are these dates and durations accurately reflected in Gantt Chart? Have you, as UC, followed up regularly with Utility to confirm? BAD WORDS BAD WORDS……Not what you are thinking! Abandoned…..No No Word. Implies utility no longer has responsibility for it. Approximately…..Well Executed Utility Coordination may not eliminate this word for legal reasons but the dates and durations should be very accurate.

23 Construction (Post Letting)
We made the letting We have a low bidder The contract is awarded Utility Coordination is OVER! It’s construction’s problem now…. Wrong! No notes

24 Construction (Post Letting)
Utility Coordination will take place until the relocations are complete! Pre-construction Conference Generally first time all parties meet Field Staff Contractors Designers Utilities Others All have different responsibilities UC will be proactive in making sure Utilities engage!!! Who here has ever been to a Precon and had a utility show up and say something like….. We never even heard of this project until we got invited to this meeting. I just got this dropped on my desk. The other guy got fired and we need to relook at this. Or…..the utility just doesn’t show up! This will be a thing of the past!

25 Construction (Post Letting)
Utility Coordination All jobs have some form of progress meetings Utility Coordinator should attend until a point where coordination efforts are no longer needed. If proactively communicating with utilities and field staff: Coordinator is not there to learn what is going on but should be educating others as to what is current, what is coming, and what is complete! No notes.

26 Construction (Post Letting)
Typical Project Survey Clearing right-of-way Contract documents contain information regarding status of utilities and how relocation work relates to Survey and Clearing R/W It benefits everyone (INDOT, Contractors, Utilities, Public) to work together to progress the work to complete projects on time and on budget. This has become the typical process. Question: Can a utility perform relocation “PRIOR” to letting, award, NTP for construction? Big trigger for this is usually R/W (or ROE).

27 Construction (Post Letting)
Shop Drawings Example: Mechanically Stabilized Earth (MSE) Retaining Walls. Vendor Systems vary. What is shown in the plans is typically less than what is submitted in Shop Drawings. Lengths and Elevations of Leveling Pads vary slightly from plans. Can effect Underground Utilities. No notes.

28 Mislocation Scenario:
PE/S calls you and says they found a water service line that is 15’ away from where it was shown on the plans and is in conflict with a new curb inlet. Contractor moved on to other pipe and structure work but said he needs to complete this within a week to stay on schedule. Water company has had other relocation work and is non-reimbursable. What are our options? What do we do? (Open Discussion) Use Dry Erase or Flip Chart to document discussion.

PE/S calls you and says a water service line was relocated 15’ away from where it was shown on the approved relocation plans and is in conflict with a new curb inlet. Contractor moved on to other pipe and structure work but said he needs to complete this within a week to stay on schedule. Water company has had other relocation work and is reimbursable. What are our options? What do we do? (Open Discussion) Use Dry Erase or Flip Chart to document discussion.

30 Mis-Coordination (Uh Oh)
Scenario: PE/S calls you and says a water service line was relocated to the line and elevation on the approved relocation plans but is was cut when the contractor excavated the new ditch. This WILL be a thing of the past. Very typical example of past problems. This is why drawings of significant detail and constructability reviews are so important. Discussion Use Dry Erase or Flip Chart to document discussion.
