3 1. OVERVIEW The Republic of Côte d'Ivoire a West Africa country. Area : 322,462 square kilometers(124,503 sq mi), Borders countries : Liberia, Guinea, Mali, Burkina Faso, and Ghana; Southern boundary: the Gulf of Guinea. Population : habitants (2012) 3

6 The Adoption of a new more attractive code of the investments, in force since June, 2012; Creation of the Center of formalities of the companies which allows to create his(her) company in 48 hours and the reduction of the expenses of 72 % new business start-up; Reduction of the number of procedures (from 17 to 10), deadlines(extensions) (from 475 to 90 days) and expenses of visa for the granting of Building permit creation and the operationalization of the Commercial court of Abidjan since October, REFORMS

7 Adoption of a law on the exequatur of the arbitration decisions; Creation of a Single window of the Foreign trade, Implementation of the Committee of dialogue between the State and the private sector Creation of a National Authority of Regulation of Procurement contracts; Adoption of a law on the competition 2 REFORMS

16 b) MINING ACTIVITY 16 Renewed vitality of the mining activity with 108 research permits in force – 4 Iron permits – 87 permits for gold, – 2 permits for Bauxite, – 1 permit for chrome, – 5 permits for manganese, – 6 permits for Nickel – 3 permits for Diamant. 9 Operating permits granted (5 for gold, 3 for manganese and 1 mineral water)

17 6 IMPACT OF THE MINING SECTOR 17 Low impact of the mining sector on the economic and social development : – Barely 1% of the GDP and tax revenues. – Approximately 3,000 direct jobs for the mining operations This balance sheet reveals shortcomings : – An inadequate legislative framework to the developments in the sector, likely to encourage the investments ; – The insufficiency of geological and mining ; – The absence of aggressive promotion of mining potential; – The lack of processing industries of ores to semi-finished and finished products;

18 7 STRENGTHS OF THE COTE D'IVOIRE IN THE DEVELOPMENT OF THE MINING SECTOR 18 Areas under explored available Many indices of mineralization to enhance Existence of a railway line crossing the country from the south to the north The dense road network, with more than 5,000 km of paved roads Existence of 2 modern Ports in deep water The availability of energy. The possibility of using the new energy following a reform of the code of electricity The availability of abundant water resources: several rivers, lakes and rivers flowing into the country

19 7 Strategy for the development of the mining sector A regulatory framework to make the sector more competitive through: – Fixing the delays in issuing the acts; – clarification and transparency of conditions for the allocation of mining licences; – The adoption of the principles of good governance (Kimberley Process, Initiative for transparency in the Extractive Industries, Principles of Ecuador, Corporate Social Responsibility, etc. – Introduction of the concept of mining agreement in operation phase with stabilization of the tax regime ; 19

20 Strategy for the development of the mining sector (continued) Modernization of the mining cadastral –Reduction of delays in issuing the permits –Training of actors in the administration –Better management of the mining information –Better support for mine operators by the mining Administration Strengthening of the geological Infrastructure : –Modern aerogeophysic coverage of the territory to achieve 20

21 9 CONCLUSION Cote dIvoire has a rich geologic potential Important mining potential but under explored, Adoption of best practices in the legal framework; Intensify mining exploration and offer the stability of the tax system in exploitation phase of mineral resources.
