The general idea of our presentation is to share among you the experience of the Portuguese veterinary authority on its relationship with private veterinarians and paraprofessional. The General directorate of veterinary services (DGV) is an organization integrated in the Ministry of Agriculture of Rural Development and Fisheries, for more than eighty years. However Portugal have structured Official veterinary services since the second half of the nineteen century. Along all this years we have been subjected to many re-organization. The most recent occurred during 2007 (tow thousand seven). Bovine  1.6 million Ovine  3.5 million Caprine  0.6 million Equine  0.3 million Swine  5.0 million Poultry  million Game farm population: Wild ducks ( ); Partridges ( ); Aquaculture production: 8 000 Ton. Companion Animals: Dogs  1.5 million; Cats  1.0 million To give you an idea of the volume of our work I must tell you that we serve about ten million people (the number of the Portuguese population for the last thirty years); and you are visited by twenty million tourists annually, for staying seven days, in average; many of them come with their pet. (Clickar no Rato duas vezes) As you know Portugal is a Member State of the European Community, for twenty two years. The Population of producing animals are almost like this: Bovine: one point six million heads annually Ovine: about three point fiver million Goats, about 8 hundred thousands heads Equine, not more than three hundred thousands Our Swine production arises about five million heads per year and poultry (chicken, laying hens, turkeys, ducks and quails) represents almost three billion of heads Veterinarians also works on farmed and hunted game, aquaculture, zoo animals and specially on pets clinics. In Portugal we estimate dogs population into one point five million and we have about one million cats (Novo Click no rato)

Our Vision/mission may be resume as: “Healthy animals, trust on consumption” After the re-organization of two thousand seven our main attributions concerns to Animal health Animal Welfare Animal Production Veterinary Medicines Veterinary Public Health Veterinary Controls of Borders DGV does not have any direct competence in terms of Laboratorial work. We don’t have laboratory facilities.

Portugal Telef.: Fax: ; Direcção Geral de Veterinária New structure created by Portuguese law Regulator Decree 11/2007, February, 27 Portaria 219-F/ 2007, Feb., Portaria 219-P/ 2007, Feb., 28 The present model of organization of DGV has been stated very recently, in February 2007, through the publication of a Regulator Decree eleven / two thousand seven. Although we have a new structure, our central office is located in the heart of the most ancient part of the Lisbon city; Precisely (toque no rato para animação) in the middle of this small hill. (Toque no rato). These four windows correspond to my cabinet. From there I have a magnificent view of the city……a room with a view. 6 Organizational structure of DGV

Essentially, we are an organization with a special vocation to “risk management” We have the a General director (myself) and two Deputy directors. The services of the central level are essentially uncharged of stating the rules; they plan, they prepare the legislation, they decide the way of the actions, and finely they audit and make the evaluation of the results obtained with implemented action At the Regional and Local level the services are basically operative: they apply the actions; they execute the planed work On my activity I am directly assisted by a Juridical office and a cabinet for auditing all the services (more or less the quality assurance of the services). 1 Director Direc torate for Administration Direc torate for , Veterinary Services in Lisbon/ Tagus Valey Animal Production 1 Director Directorate for Planification Directorate for Veterinary Medicines Veterinary Services in Alentejo 1 Director Veterinary Services in Algarve Directorate for Veterinary Public Health 1 Director

Intervention 6 DVIs 4 DVIs 5 DVIs 1 DVIs M U N I C P A L V E T R S Centre Lisbon & Tagus Valey Alentejo In the context of the recent re-organization, the General Directorate of the Veterinary Services, generically has:(click no rato): a) The Central Office has, as major goal, planning and audit all the activities and it is also responsible for the acts of official representation, in international organisms, OIE, European Commission, European Council, Codex Alimentarius / FAO – on subjects of the veterinary competence. b) At the regional level we have five operative services (Click no rato) in the North ( where we main productions are dairy cattle and small ruminants in the interior, (novo click) Centre (specially related with dairy cattle, poultry production, swine production and also small ruminants in the interior) , (novo click) Lisbon and Tagus valley (specially dedicated to poultry, swine and agro-industrial activities); (novo click) Alentejo; where we can find special production of bovine for meat and swine in extensive systems. (novo click) and finally the Algarve, in the south. Animal production in this area is very restrict, we have only same small ruminants and some swine . These regional services are directed by a regional Chief of the Veterinary Office directly subordinated to CVO (to me). Each Regional Directorate has a different number of Divisions of Service depending on the volume of the veterinary activities. (novo click) We have twenty two local division of Veterinary intervention (novo click) These divisions are responsible for the articulation with the Municipalities, where there a local veterinary authority, the Municipal Vet. Almost half of this veterinary contingent are related with Official Veterinary activities on slaughterhouses (meat inspection). There more than two hundred and half of Municipal Vets, that are responsible for some activities in the area of Veterinary Public Health, like: preventive medicine for some zoonotic agents, and for some control in the field of food of animal origin. 11 Eradication plans (OPP): (Ruminants Brucelosis; Tuberculosis, Leucosis, Blue tongue) Private veterinarians working on: Programmed actions in Animal health with official delegation of DGV Regiões Coordinators Executors North 45 78 Centre 35 111 LVT 22 100 Alentejo 11 339 Algarve 3 5 TOTAL 116 633 Private veterinarians of OPP (organizations of animal producers) play an important role on execution of eradication Plans. Annually they have to present results of their work to DGV. And also annually each program is officially approved by us, after an necessary evaluation. On they activities on OPPs Veterinarians are helped by paraprofissionals. These programs have a Veterinary Co-coordinator and a team of executors of the actions, always under their supervision and responsibility. All over the country we six hundred and thirty three Private veterinarians that execute this actions. Most of then works on the regions of Centre, Lisbon and Tagus Valley and in Alentejo. 12 Contingency plans: (Avian Flu, Newcastle Disease, SVD) Private veterinarians working on:
Emergency activities, monitoring and surveillance on Animal health Sanitary responsible Poultry farms (A) 22 Swine holdings 350 Zoos 18 TOTAL 380 Private veterinarians acting as responsible for some farms of poultry and pigs, and for zoos, play also an important role on the execution of some activities related with Emergency activities, like monitoring and surveillance of Avian Flu, Newcastle Disease, SVD, Few also have some role on the control of measures of biossecurity for Blue tongue (desensitization of vehicles) eradication Plans. 13 Special programs: (Rabies vaccination, Echinococcus, EETs sample collections) Private veterinarians working on: Vaccinations, preventive medicine and sampling EETs Veterinaries Clinicians 1 800 EETs (sampling) 63 Official veterinary services have also some relation of work with Veterinarians acting as clinicians. That the case of rabies vaccination and identification of dogs. Almost half of the dogs population is vaccinated by Veterinary Surgeons active on their private activities: the other half is vaccinate by Municipal Vets. In particular conditions, some special programs for control of relevant parasitosis (like echinococosis, leishmaniosis or trichinelosis in game) may also be executed by private veterinarians.
