2 Some History ERC established ERC TG1 on UMTS/IMT-2000 (the group has held 17 meetings) 1997 TG1 produced first ERC Decisions and developed responses to the first EC Mandates on UMTS ECC PT1 developed major UMTS/IMT ECC deliverables implemented by most CEPT countries ERC PT1 held its 1 st meeting in Mainz, Germany ECC PT1 has held over 40 meetings and continue addressing IMT and MFCN matters ECC PT1 has been an active contributor to ITU- R TG 8/1, WP8F, WP5D and JTG 5- 6 on IMT 1

8 ECC PT1 Terms of Reference The Project Team shall be responsible for implementing the WAPECS concept as appropriate in the context of MFCN and in frequency bands identified by ECC, including collaborating with WG FM on frequency management issues (e.g. cross-border coordination issues, sharing of bands with applications other than MFCN). ______________________________________________________________ 1 In recent ECC Decisions, spectrum has been designated to MFCN (mobile/fixed communications networks) which includes IMT and other communications networks in the mobile and fixed services" which would include fixed wireless access but not point-to- point links. 1 See full ECC PT1 Terms of Reference on the ECC PT1 webpageECC PT1 webpage 7

12 ECC PT1 input to the CEPT preparation to the WRCs ECC PT1 has contributed to the preparation of the European Common Proposals (ECPs) for the World Radiocommunication Conferences (WRCs) on the following Agenda Items: WRC-2000: WRC-2003: WRC-2007: review of spectrum and regulatory issues for advanced mobile applications in the context of IMT 2000, noting that there is an urgent need to provide more spectrum for the terrestrial component of such applications, and priority should be given to terrestrial mobile spectrum needs, and adjustments to the Table of Frequency Allocations as necessary identification of a global radio control channel to facilitate multimode terminal operation and worldwide roaming of IMT 2000 to consider progress of ITU R studies concerning future development of IMT 2000 and systems beyond IMT 2000, in accordance with Resolution 228 (WRC 2000) to review the results of studies in response to Resolution 539 (WRC 2000) concerning threshold values for non GSO BSS (sound) in the band MHz, and to take actions as required to review and revise technical, operational and regulatory provisions, including provisional limits in relation to the operation of high altitude platform stations within IMT 2000 in the bands referred to in No , in response to Resolution 221 (WRC 2000) to consider frequency-related matters for the future development of IMT 2000 and systems beyond IMT 2000 taking into account the results of ITU R studies in accordance with Resolution 228 (Rev.WRC 03) to review the technical, operational and regulatory provisions applicable to the use of the band MHz by space services in order to facilitate sharing with current and future terrestrial services without placing undue constraint on the services to which the band is allocated 11

13 ECC PT1 is the CEPT entity contributing to ITU-R WP5D Since the establishment of the ITU-R WP5D IMT Systems (successor of ITU-R WP8F) in January 2008, ECC PT1 has been contributing to its work by presenting the CEPT positions on the issues on the agenda of WP5D, including : Development and update of ITU-R Recommendations and Reports on IMT Digital Dividend ( MHz for Region 1) IMT-Advanced submission and evaluation process Cognitive Radio Systems (CRS) Femtocells (home base stations ) 12

17 ECC PT1 current Work Programme ECC PT1 is currently focusing, among others, on the following issues: Studies in the GHz (further to the approval of ECC/DEC/(11)06): o CEPT Report in response to the EC Mandate (development of new BEM for greater channel bandwidths and band plans) o ECC Report on the co-existence between adjacent TDD networks Brining the ECC regulatory framework for the 900/1800 MHz bands in line with the current EU one by adding LTE and WiMAX to the permitted technologies (ECC/DEC/(06)13) Mobile Communications onboard Aircraft (MCA) – CEPT Report in response to the second EC Mandate Mobile Communications onboard Vessels (MCV) – Sharing studies and revision of ECC/DEC/(08)08 accordingly Generic ECC Recommendation on cross border co-ordination covering all relevant mobile bands and technologies 16
