I will begin with the BASICS and then move on to a discussion of a MARKET approach and a COST OF SERVICE approach to pricing Ancillary Services. I hope to raise some issues for you to think about as you develop Ancillary Services in your own countries. I apologize to those who are already familiar with the subject – I hope you will provide comments based upon your experience. My experience in this area has been to observe the development of these services in market environment in the U.S. I am NOT an electrical engineer. To maintain a stable frequency (60 Hz) , the TSO calls on resources that can raise or lower output instantaneously through the use of automatic generation control equipment. Reactive Supply/Voltage Control: Services necessary to maintain system voltage within acceptable limits. TSOs must maintain voltage/reactive power within certain limits. This service is provided by reactive generation resources that are capable of producing (or absorbing) reactive power. Scheduling, control and dispatch: The TSO, as system control operator is responsible for complete system operation. The TSO schedules generation and transmission to match load and dispatches generation to bring on or off line as needed. Fees cover the costs of these services. Energy Imbalance Service: This service is required to match discrepancies between actual and scheduled transactions between buyers and sellers. Since the TSO does not own any generation of its own, it must rely on the resources of market participants to correct the imbalance. Operating Reserves: Each control area must keep a certain portion of generation in reserve to provide back-up service in the case of a system-wide emergency. The amount of required reserves is determined by the loss of a first or second large contingency. Two types of reserves are Spinning Reserves or generating units that are on-line but operating at less than maximum output and supplemental reserves that require a longer start up period (up to 30 minutes). Since Reserves and energy come from the same source, the demand for reserves is linked to the demand for energy so careful design of reserve markets is essential. Black start Service: Is required after a system-wide failure. Some generation units do not need an outside electrical source to start up after a system failure. The TSO must be able to utilize black start units when need arises
