1 Main aims Reporting Data Agree overall approach/framework to reporting
Agree general structure & content of the five proposed Reporting Sheets Identify specific issues to be resolved on 5 sheets Agree forward process, including remaining sheets Data INSPIRE standards – raise awareness of consultation, identify potential for testing process Data flow mechanisms – agree scope of evaluation of current systems, introduce monitoring questionnaire Dr. Hans-Christian Reimers; LLUR 457

2 Timetable for 5 draft reporting sheets

3 Forward time lines - 2012 Preliminary timetable MD May
MS complete Art. 8, 9, 10 Report to COM MD Dec Jan Feb Mar Apr May Jun Jul Aug Sep Oct Nov Dec Preliminary timetable COM/EEA develop schema/database Release database to MS July 15 – MS finalise Art. 8, 9, 10 reports Q3 – MS prepare reports for COM Oct 15 – MS submit reports to COM Dr. Hans-Christian Reimers; LLUR 457

4 Characteristics reporting sheets
Reports on: Component A Component B Component C Component D Component E Characteristics reporting sheets List of ecosystem components: Physical/chemical Species/functional groups Habitats Ecosystem functions Reports on: Pressure C Pressure D Pressure E Pressure A Pressure B Pressures & Impacts reporting sheets Reports on: Activity A Activity B Activity C Activity D Activity E Socio-economic reporting sheets Goods & services Impacts Initial Assessment List of pressures: Physical Hydrological Chemical Biological List of human activities: Sea-based Land-based Pressures Reporting for the Initial Assessment is structured around Tables 1 and 2 in Annex III of the MSFD, leading to reports on components of the ecosystem (e.g. a species, a habitat) or on a pressure and its impacts (e.g. physical damage, nutrient enrichment). Under discussion within WG DIKE is also the possibility to structure the economic and social analysis (Art 8.1c) according to the sectors of human activity. These three main types of report are interlinked: activities give rise to pressures, pressures to impacts on the ecosystem components and the ecosystem provides good and services upon which the activities depend, it is helpful to enable cross-reference of individual reports to related reports (e.g. which activities are causing a pressure, which components are impacted by a particular pressure). The reporting sheets facilitate this linkage through use of a common list of activities, pressures and components. Dr. Hans-Christian Reimers; LLUR 457 5

5 List of GES descriptors
Criteria Reports on current status of ecosystem components from initial assessment Reports on current status of pressures & impacts from initial assessment List of GES descriptors D1, D2, …… D10, D11 GES Descriptor ... Descriptor 10 Descriptor 11 Descriptor1 Descriptor 2 Reports on GES for: Criterion 1.1 Criterion 1.2 Criterion 2.1 Criterion ...1 Criterion 10.1 Criterion 11.1 Criterion 10.2 Other Target A Target B Target C Target Y Target Z Target .. Reports on Targets and associated indicators Targets may be linked to Descriptors, Criteria or ‘Other’ Reporting on the characteristics of GES (Art 9) and the setting of targets and associated indicators (Art 10) can be seen as separate but related tasks, which in turn link to the initial assessment (Art 8). The IA should provide an assessment of the current status of a component or pressure, preferably according to the criteria used to define GES (the desired status) from the Commission Decision; targets should then be defined to bridge the gap between current and desired status and again are likely to be associated to the criteria for assessment of status. Dr. Hans-Christian Reimers; LLUR 457 6

6 Key information: GES & targets
Qualitative expression at Descriptor and/or Criterion level Specify scale and quality elements Quantitative expression (threshold, proportion of assessment area), where possible – BUT can be reflected in Targets Targets Link to GES criteria & indicators (one, several) Dr. Hans-Christian Reimers; LLUR 457

7 Uses for the reported information and data
Level Application Member State To provide an overview of implementation, particularly for national policy and management purposes. Particularly relevant for larger countries where delivery is through regional administrations or via a range of government agencies. Regional organisations (e.g. Regional Sea Conventions) To provide data and information which contribute to the assessment and management at regional scales European Environment Agency To provide data and information for periodic assessments of the state of Europe’s marine environment, including a European contribution to global assessments (e.g. UN Regular Process) European Commission To enable compliance checking, at national level and in relation to regional delivery requirements. To provide evidence on the state of the marine environment, on the main pressures affecting it, and on the establishment and implementation of measures and policies for its protection. These will help inform policy, management, and research needs, particularly at European level. Public To provide data and information on the state of Europe’s marine environment and on the implementation of policies for its protection. Dr. Hans-Christian Reimers; LLUR 457

8 Reporting formats Article 19 (3) Article 24 (2b) Preferred approach
Access and use rights to information & data for initial assessment and monitoring programmes (to EC, EEA) INSPIRE compliant Article 24 (2b) Technical formats for transmission & processing of data, including statistical and cartographic data Preferred approach Voluntary agreement on Reporting Sheets via WG DIKE and Marine Directors Potential use of EMODnet for some data Dr. Hans-Christian Reimers; LLUR 457

9 predominant habitats First predictive habitat mapping of EU waters using consistent classification Direct application for Marine Framework Strategy Directive Western Mediterranean Baltic Sea Dr. Hans-Christian Reimers; LLUR 457 10

10 Assessment scales Three-tier scale in Directive: Region Subregion
Subdivision Reporting is a MS responsibility GES is to be assessed at level of region or subregion Strong Regional/subregional focus for delivery of Directive Initial Assessment scale is not restricted to MS waters Essential for 2012 reporting : Area of MS marine waters Boundaries for regions, subregions (+subdivisions) Areas used for each assessment Dr. Hans-Christian Reimers; LLUR 457

11 EEA has started early 12 Dr. Hans-Christian Reimers; LLUR 457

12 Can be combined with a catchment model
Regional seas Sub-regional seas 13 Dr. Hans-Christian Reimers; LLUR 457

13 EEZ boundaries are needed
To delineate boundaries for the MSFD the EEZ boundaries are needed. EC has developed EEZ layer in collaboration with VLIZ but it needs verification by Member States. 14 Dr. Hans-Christian Reimers; LLUR 457

14 Grids EEA can provide a grid of 1, 5, 10 and 20 km covering each of the marine regions and subregions. The grids are compliant with the land-based grids prepared for INSPIRE which are already available at the EEA web-site. It is based upon the same guidance as established for Directive 2000/60/EC (the Water Framework Directive). 15 Dr. Hans-Christian Reimers; LLUR 457

15 Expectations for 2012 reporting
Starting point of longer term process Will not be fully developed, need to revise future reporting Balance of structure and flexibility Structure to address Commission needs Flexibility to accommodate MS needs Expect incomplete reporting: Elements where information is poor (e.g. underwater noise) Aspects where assessment methods poorly developed (e.g. status of certain pressures/impacts) Highest priority aspects Indicates where Commission needs to focus its assessment for Art. 12 Need for consistency of information reported Not all relevant to every MS; allow for justification if not supplied Supporting data Important for EEA and public dissemination Need to agree which data sets Dr. Hans-Christian Reimers; LLUR 457
