<month year> doc.: IEEE <doc#> July 2012 MBAN Background GE Healthcare petitioned the US Federal Communications Commission to use the 2.36 to 2.4 GHz band for Medical BAN Band to be used only for medical applications* This band is primarily allocated in various parts to aeronautical mobile telemetry and telecommand (AMT), radio astronomy and amateur MBAN will use band on a secondary basis and must defer to primary users FCC NPRM on MBAN released in June 2009, closed to responses from interested parties in October 2009 Representatives of AFTRCC (the primary band user), Philips and GE on January 13, 2011 presented a joint proposal for MBANS service rules. Philips, GE and AFTRCC filed an ex-parte on Jan 30, 2012 answering all outstanding questions and updating proposed rules * Proposed eligibility & permissible communications: Licenses by rule operations by authorized health care professionals and by any other person, if such use is prescribed by a health care professional.  Limited to transmission of data (no voice) used for monitoring, diagnosing or treating patients Raymond Krasinski, Philips <author>, <company>

4 FCC Issues Report and Order
July 2012 FCC Issues Report and Order On May 24, 2012 the FCC released a Report and Order for MBAN service rules. Very similar to AFTRCC, GE and Philips joint proposal An Erratum update was published July 3, 2012 It is still possible a petition for reconsideration could be filed by interested parties to request changes to the rules The R&O and other information can be found on FCC comment server Proceeding #08-59 ( Raymond Krasinski, Philips

5 Report and Order - Overview
July 2012 Report and Order - Overview Expands Part 95 MedRadio rules to MBAN devices in MHz band, on a secondary, non-interfering basis Limits use of band to measurement and recording patient data diagnostic and therapeutic functions Limited to primarily health care facility, indoor use Except for MHz portion of the band Must yield to usage by the primary user FCC “License by Rule” framework Raymond Krasinski, Philips

6 Report and Order - Coordination
July 2012 Report and Order - Coordination MBAN users required to register and coordinate use of band If within line-of-site with a primary user facility special steps will be needed to ensure no interference A frequency coordinator still to be selected Procedures for selection of a band coordinator described in an included Further Notice of Proposed Rulemaking (FNPRM) Raymond Krasinski, Philips

7 Differences from Joint Proposal
July 2012 Differences from Joint Proposal While similar to Joint Proposal, there are several differences No direct communication between sensors allowed No direct communication between hubs allowed Registration not required for MHz Raymond Krasinski, Philips
