MONSTAT is responsible body for the production of external trade statistics. ( Extrastat system) For the production of external trade statistics, MONSTAT conducted following activities: Cooperation with Custom Administration of Montenegro, Compilation of external trade data, Preparation of data processing, Data processing, Control and data corrections, Quality, revision and data analyses, Preparation of data for publication and publication of foreign trade statistics, Implementation of classification and nomenclature in the field of foreign trade, Development of methodology. Cooperation between MONSTAT and Custom Administration Memorandum on cooperation with Custom Administration, Regular official meetings, Good cooperation based on daily communications, Customs Administration is responsible for the collection and accuracy of customs declarations, while Monstat is responsible for the treatment, control, correction and publication of foreign trade statistics, Working Group was form between the Custom Administration, Central Bank, Ministry of Finance and Monstat. Customs declaration of imports and exports of goods Single Administrative Document(SAD) is completely harmonized with EU standards On each 5th of the month Custom Administration deliver a copy of the customs declaration for the previous period, Around customs declarations on a monthly basis M O N T E N E G R O Negotiating Team for Accession of Montenegro to the European Union Chapter 18: Statistics

The scope of external trade statistics Exports include goods which leave the statistical territory of Montenegro in accordance with the following customs procedures: Export Outward processing Re-export that was the inward processing outward processing or processing under customs control Imports include all goods entering the statistical territory of Montenegro in accordance with the following customs procedures: Release for Free circulation Inward processing Processing under customs control Special trade system No statistical threshold Excluded goods that are defined REG_113/2010_A.1_Annex I. Dissemination of External Trade Statistics Foreign trade statistics are published on a monthly and annual basis Every 25th of the month for the previous period Annual data was published two times: Preliminary data on 25 January, and the final data on 31 March for the previous year. Trade flows (export, import) Reference period The reference period is the calendar year and month when the customs declaration is accepted by the Custom Administration. Statistical value The customs value, or the value for customs purposes is used as the statistical value. Partner countries By the import side, the origin country is used On the export side, the country of final destination is used Product classifications Combined Nomenclature for 2013 (CN8), Standard International Trade Classification rev. 4 (SITC rev.4), Classification broad economic categories (BEC) Statistical procedure Nature of transaction Montenegro use a national classification for the nature of transaction which is partially harmonized with the EU. Preferential treatment on import Montenegro use the preferential treatment of imports of goods on the basis of signed agreements. Mode of transport Codebook for Mode of transport is fully harmonized with the EU. Container Internal mode of transport Montenegro doesn't collect information on the internal mode of transport . Trader identification MONSTAT can identify importers and exporters on the basis of company identification number (ID). Invoicing currency Montenegro has data on invoice currency. Trade statistics by enterprise characteristics MONSTAT does not produce annual statistics of trade by enterprise characteristics. MONSTAT has developed a register of importers and exporters of Montenegro, which is linked to the Business register. Created the conditions for the production of the annual trade statistics by enterprise characteristics. One of the necessary conditions is the introduction of the CPA classification to Monstat to fulfill all requirements concerning the mentioned statistics. Statistics on trade broken down by invoicing currency MONSTAT never had a request for statistics on trade by invoicing currency . MONSTAT have the necessary inputs for the production of these figures. One of the future plans will be focused on the development of this statistics. MONSTAT has not started with the preparation for INTRASTAT SYSTEM Legal framework for conduction of INTRASTAT system will incorporate in the existing Law on Official Statistics and system of official statistics. MONSTAT plans the define responsibilities between the institutions that will be responsible for implementation and conduction of INTRASTAT system MONSTAT plans to introduce the pilot survey after the creation of the necessary conditions M O N T E N E G R O Negotiating Team for Accession of Montenegro to the European Union Chapter 18: Statistics

Future plans of Custom Administration Full compliance of codebook with the codebook of EU: codification of the Nature of Transaction(deadline 2015) codification of preferential treatment on import (depending of EU accession) Full implementation brought supplementary units by Combined Nomenclature Internal mode of transport On the moment we are in the process of changing the Rulebook on completing the customs declaration. Deadline: depending of adoption and entering into the force of the new Regulation on form, content, methods of filing and completing of the customs declarations and concise report. Foreign trade statistics is covered by IPA projects Representative of Monstat and Custom Administration each year participate on workshop about foreign trade statistics where they exchange experience with Eurostat and other countries.
