Talking Points:
With Windows 7, we are focusing our efforts on two primary SKUs: Home Premium and Professional.
In the Windows 7 SKU plan:
We created a SKU line-up where each SKU is a superset of the previous SKU. This means that each higher edition SKU will have every feature lower edition SKUs have.
Our marketing efforts will be very clear that there are two primary editions of Windows 7 that will meet most customers’ needs: Windows 7 Home Premium and Windows 7 Professional. Home Premium is the recommended choice for consumers; Professional is the recommended choice for people who work at home.
With a customer base of over 1 billion and hundreds of thousands of partners, it’s clear that there are some specific niches to be filled and that partners want flexibility to meet specific customer needs.  As a result, Windows 7 will be offered in specialized SKUs to meet specialized market needs:  
Small Notebook PCs (Netbooks)
Over the last 12+ months, we’ve seen exponential growth and interest in small notebook PCs. With Windows 7, we want to enable these customers to benefit from the Windows 7 features and functionality that their hardware can support. All editions of Windows 7 will work on many of these devices. Windows Home Premium is the recommended SKU for small notebook PCs with sufficient hardware, since it will allow customers to benefit from the Windows experience. Windows 7 Starter edition will be able to run only three applications at once.
For small notebook PCs with more limited hardware, OEMs will be able to offer Windows 7 Starter edition in both emerging and developed markets. In developed markets, Starter FPP will not be available. In emerging markets, Starter is available preinstalled by OEMs and for sale with PCs as a COEM SKU.
Enthusiasts
For enthusiasts who “want it all” and non-enterprise customers that want the enhanced data protection features, such as BitLocker, and multi-language support found in Windows 7 Enterprise edition, we will offer Windows 7 Ultimate.
Emerging Markets
In emerging markets where PCs with limited hardware capability are common, we will offer Windows 7 Home Basic for customers looking for an entry-point Windows experience on a full-size value PC. Windows 7 Home Basic will be available only in emerging markets.
Enterprise
For mid-size and large enterprises that need advanced data protection, lower cost compliance, and  IT tools to streamline PC management, save costs and support worker productivity, Microsoft will offer Windows 7 Enterprise edition. Windows 7 Enterprise edition will be available only in the volume license channel.
FPP
In mature markets, both upgrade and full FPP versions will be available for Home Premium, Pro and Ultimate. In emerging markets, full versions of Home Basic, Home Premium, Pro and Ultimate FPP will be available.
