Transposition of GTR15 (WLTP) into UN Regulations WLTP IWG # WLTP Transposition Task Force

2 Background The creation of the WLTP transposition task force was endorsed in June at the 169th Session of WP.29 through the adoption of document ECE/TRANS/WP.29/2016/73 (submitted as an AC.3 official document (ECE/TRANS/WP.29/AC.3/44) for the 170th Session of WP.29 in November ) No meetings of the task force yet held. Most recent discussions on transposition were held at IWG #16 in The Hague (Netherlands). This document summarises the recent activity/decisions relating to the transposition in order to aid discussions at IWG #17, Geneva.

3 IWG #16 minutes (WLTP-16-31e)
Imran Cosadia presented a stepwise approach on how to transpose the gtr 15 into the 58 agreement. EU has already included the gtr in EU regulation and want to prohibit, as from Sept. 2017, the placing on the market of vehicles that do not comply with R83.08. OICA proposes an interim solution where type approvals for regions outside Europe are still possible, but not for EU itself. EU-COM asked Japan during the meeting whether the stepwise approach proposed by OICA would be suitable for Japan or not. Japan made a comment stating that this stepwise approach may decelerate the motivation to develop new WLTP UNR which is agreed by WP.29 Feedback from Japan is expected until mid of November.

5 Step 0 – 170th session of WP.29 The secretariat introduced WP on new transitional provisions in UN Regulations Nos. 83 and 101 as requested by WP.29 at its last session (see ECE/TRANS/WP.29/1123, para. 41). The provisions specified that Contracting Parties applying UN Regulations Nos. 83 and 101 and also applying WLTP as defined in UN GTR No. 15 (such as EU) would have no obligation to accept type approvals granted according to UN Regulations Nos. 83 and 101 as of September The secretariat recalled the urgency of this proposal and stressed that it should be an official document for the March 2017 WP.29 session, subject to the endorsement by GRPE in January 2017. WP.29 noted WP and requested the secretariat to issue it as an official document for the next session in March The secretariat requested the representatives of OICA and EU to provide their comments by 5 December 2016 at the latest, so that they can be taken into account when preparing the official document.(Source: ECE/TRANS/WP.29/1126) Amended transitional provisions provided in document xxx (to be confirmed)

6 Step 1 No further discussions or decisions since IWG #16

7 Step 2 UNECE secretariat proposed an approach for the transposition of WLTP into UN Regulation at the 73rd GRPE (GRPE-73-26) The secretariat underlined the complexity to be fully in line with the Agreement in the transposition process, particularly in a situation where not all Contracting Parties applying that Regulation would accept any of the alternative requirements. The secretariat informed GRPE about a possible way forward, although alerted that it would only be comprehensible under Revision 3 of the 1958 Agreement and it would be subject to the endorsement of the Office of Legal Affairs (OLA) and all Contracting Parties to the 1958 Agreement. The secretariat highlighted that any Contracting Party intending to cease applying a Regulation should notify it at least one year in advance. GRPE noted the urgency to solve the issues related to the transposition of WLTP into a new Regulation and agreed to further discuss it at the next GRPE session on the basis of the work carried out by the Task Force dealing with this topic.
