2 Background Following issues would be remaining essential aspects for NR RRM measurements For SS block based RRM measurement: RSSI definition for SS-RSRQ Interference measurement definition for SS-SINR SMTC configuration details Measurement on multiple SS blocks within wideband CC For CSI-RS based RRM measurement: RSSI definition for CSI-RSRQ Interference measurement definition for CSI-SINR Remaining details on CSI-RS properties Remaining details on configuration for CSI-RS based measurement Others Details on MG for the case where UE performs measurement outside its active BWP Necessity of MG for the case where UE performs measurement with RX beam sweeping

3 RSSI definition for SS-RSRQ
Measurement resource (time domain) Option 1: RSSI is measured on explicitly configured resource Option 2: RSSI is measured on all OFDM symbols within a DL part of slot containing corresponding SS block Option 3: RSSI is measured on OFDM symbols within a DL part of slot containing corresponding SS block except for symbols containing SS block(s) Option 4: RSSI is measured on OFDM symbols within DL part of a set of slots within SMTC window duration except for symbols containing SS block(s) The set of slots can be all DL slots within SMTC window by default, and can be configured by higher layer signaling Other options? Measurement bandwidth Option 1: RSSI is measured within configured bandwidth Option 2: RSSI is measured within SSB bandwidth Other proposals: From RAN1 perspective, SS-RSRQ is defined as RSRQ measurement based on a SS block Whether and how cell level RSRQ is performed is up to RAN2 For a SS-RSRQ measurement, the same RX beam shall be applied between RSSI measurement and RSRP measurement SS block based RSSI measurement resource(s) is confined within SMTC window duration

Candidate value(s) for SMTC window duration 1, [2, 3, 4,] 5 ms are supported UE is not required to perform measurement on SS block outside SMTC window Candidate values for SMTC window offset 0, [1, 2, 3,] 4 ms are supported Whether SMTC for IDLE mode measurement and one of two SMTCs for the intra-frequency CONNECTED mode measurement are common or separate Whether SMTC for inter-frequency CONNECTED mode measurement is per carrier or per UE SSB composition for RRM measurement purpose

6 Measurement on multiple SS blocks in wideband CC
Whether and how to support UE measurement on multiple SS blocks within wideband CC? Option 1: Not support (i.e., measurement on each frequency location is separately configured) Option 2: Support by single measurement object (i.e., support to indicate multiple SS block location offsets in a measurement object) 2-1: Multiple SS blocks on different frequency locations are used for averaging RSRP 2-2: Multiple SS blocks on different frequency locations are used for measuring different beams simultaneously 2-3: Multiple SS block frequency locations are used for separate estimation of RSSI/interference QCL relationship between multiple SS blocks on different frequency locations with the same SS block index Option 1: Configurable (NW indicates QCL relationship) Option 2: Assumed to be QCLed Option 3: Assumed to be NOT QCLed Other options? How many SMTCs can be configured for the measurement on multiple SS blocks in wideband CC? Agreements: When a UE performs measurement or transmit SRS outside of its active BWP, it is considered as a measurement gap FFS: details of measurement gap configuration During the measurement gap, UE is not expected to monitor CORESET [Proposal]

13 Necessity of MG for the case where UE performs measurement with RX beam sweeping

14 Proposals For a SS-RSRQ measurement, the same RX beam shall be applied between RSSI measurement and RSRP measurement For a CSI-RSRQ measurement, the same RX beam shall be applied between RSSI measurement and RSRP measurement It is up to UE implementation how to select a set of RX beams to perform RRM measurement on a carrier Different sets of RX beams can be used in measurements based on different measurement objects Same set of RX beams shall be used in measurement of each TX beam based on a measurement object FFS Alt.1: Measurement to be reported shall be greater than average of measurements based on each RX beam in the selected set Alt.2: Measurement to be reported shall be the best among measurements based on each RX beam in the selected set Alt.1 may be too pessimistic and Alt.2 may be too optimistic. RAN1 would need to find better i.e., intermediate solution.
