3 Background – What is a Population and Housing Census
A Population and Housing Census can be defined as the process of collecting, processing and disseminating basic socio-demographic and housing information of every individual within the area of interest – usually a country. The main phases of a census are: Pre- enumeration Cartography Enumeration Data Processing Analysis and Dissemination

4 Background – What is a Population and Housing Census?
What is a Pre-enumeration cartography? During pre-enumeration cartography the entire country is sub-divided into small areas of land, usually referred to as enumeration areas (EAs), each one big enough for an interviewer to handle during the period of enumeration (usually 7-14 days). EA size typically varies between households in the rural areas and 150 to 200 households in the urban areas. Pre- enumeration cartography Enumeration Data Processing Analysis and Dissemination

10 Methodology In the 2017 census mapping exercise will introduce a census mapping software called Smart Client. Smart client for Census is a client-server solution specifically designed for census mapping applications. WEB-based Client-Server GIS software solution that enables different “users” to log into the system in order to execute the tasks allocated to them. The step-by-step pre-enumeration census mapping methodology is executed and managed using SmartClient for Census. Each user can only execute the tasks applicable to his/her role and within the “Production Unit(s)” assigned to him/her at a given moment in time. Client-specific progress reports The Software has online and offline functionality – key requirement Production unit is a ward

1 Census mapping manager Coordinate the entire mapping exercise Consolidate provincial reports Ensure the smooth flow of work at National level 2 Office Supervisor (OS) Create a list of FWTL and FWTO associated with each fieldwork team. Allocate wards to FWTLs Accept completed PU’s from FWTLs Validation and quality assurance of data received from the field; EA map creation; Creation of other maps required by the census (Enumeration); and Printing of maps

3 Cartographer/Fieldwork Team Leader (FWTL) Receive wards(s) allocated to him/her by the OS; Allocate (2010) EAs within the ward(s) allocated to him/her to the FWTO; Approve the work submitted by the FWTO per (2017) EA; Edit 2010 EA boundaries to create the 2017 EAs per ward; Submit completed Wards to OS for approval. 4 Mapper/Fieldwork Tablet Operator (FWTO) Online: Receive EA(s) allocated to him/her by the FWTL; Offline: Verify/edit/update existing Points of Interest (PoIs) within the allocated EAs through physical visits; Capturing of all PoIs with attribute information for all PoIs that are not already in the system. Upload work done to SmartClient Server Submit work completed (EAs) to FWTL for approval. The FWTO will operate mainly in the field. The FWTO will be issued with a Trimble Yuma 2 Field tablet computer. The FWTO will be the only Smart Client user that will be able to work online as well as offline. The online tasks differ from the offline tasks and can be summarised as follows:
