2. Key Considerations The Internet’s architecture supports online freedoms. Individuals and organizations can develop new technologies and applications that enable the exercise of basic freedoms by building upon the Internet’s open standards. An architecture supporting borderless expression Security should not be sought at the expense of individual rights. We should consider ways in which security can be achieved without disproportional risks to expression or privacy online. The necessity, legitimacy, proportionality, and fairness of a situation must be determined before a lower level of protection is justified. Finding a new equilibrium for online rights
