2 Setting the scene It’s a Monday morning July 11th Summer sessions II is in session Weather is warm; expected high of only 82 degrees Employees have arrived at work as usual Minors are also on campus for summer programs and in some offices TTX scenario Fall 20162Fall 2016

3 10:14 am Due to a failure of a substation, the power goes out to part of campus: the facilities you occupy do not have power Consequences include: Desktop computers unusable Wi-fi down, so internet inaccessible on mobile devices that rely on wi-fi Elevators unusable VOIP phones unusable Cell phones unusable inside buildings, but usable outside Fire alarms non-functional Fall 2016TTX scenario Fall 20163

4 10:20 am Message sent via UPennAlert notifying the campus of the power outage Message indicates duration unknown No further details at this time Back-up generators available in affected areas start to work Determine if portable generators should be obtained Fall 2016TTX scenario Fall 20164

5 11 am - Noon Second substation goes down Remainder of campus is now without power NOTE: for the exercise, ONLY the Penn campus is affected; the rest of Philadelphia still has power Public transportation continues to function normally Crisis Management Team (CMT) is convened to determine University’s actions at 11 am At 12:00 Noon CMT’s actions include: University’s normal operations are being suspended, as they are on a snow day Essential personnel must remain on campus Notification that duration of outage is still unknown Fall 2016TTX scenario Fall 20165

7 Start of tabletop exercise; it is now 12:00 PM Staff are notified via UPennAlert system that power will be out across campus for at least 24 and possibly as much as 48 hours Affected area includes South Bank ISC determines that systems housed in the 3401 and South Bank data centers will be activated in back-up facilities out of town. 8 Issues to consider: Health and safety Staff and faculty Who will need to be housed overnight? Where given campus is without power? What arrangements are in place to facilitate that? Who to call? Students Providing meals Housing for students in high-rises where elevators are unusable Are minors involved in your organization? Animals See slide #10 on research Fall 2016TTX scenario Fall 20168

9 Issues to consider: Communications/IT University e-mail is unavailable, since the network is out and wi-fi requires power usually within buildings, what communication channels are available, such as: Texting/ UPennAlert Social media Cloud-based notification systems Office 0365 on mobile devices Web page splash pages/end-user notifications Capture of secondary email for faculty and staff Fall 2016TTX scenario Fall 20169

10 Issues to consider: Research At what point is animal safety compromised? What plans are in place to deal with animal safety and research requirements? What generators have come online as a result of the power outage and how long will they last? At what point is the viability of research specimens compromised? What plans are in place to deal with the degradation of specimen quality? What plans are in place for communicating with funding organizations about possible loss of animals or specimens? 11 Issues to consider: Instruction What plans are in place to obtain alternate instructional space for classes scheduled in facilities without power? Under what circumstances should classes be canceled? How is the decision to cancel classes made? Who is involved? How are students and faculty notified when classes are canceled? What classes can be offered remotely? What is the impact to the academic calendar if two days of classes are canceled, especially during summer session when classes meet on a compressed schedule? 12 Issues to consider: University administration What are the critical functions of the University that must continue regardless of suspension of normal operations, such as: Payroll Penn Police and Emergency Staff FRES Staff Business Services/Residential Services Who would be your essential staff in this scenario? 13 Power outage lasted 48 hours Power is restored to all of campus What are your recovery time objectives? What plans do you need to implement to resume normal operations?
