3 consumersinternational.org Structure of strategic plan Plan covers from 2010 to mid 2012 Includes three new major objectives – these apply regardless of funding Strategies and activities to promote the objectives – are contingent on funding

4 consumersinternational.org Objective 1 Campaign for more balanced IP laws and enforcement practices that take into account consumers' interests Promote the adoption of sufficient copyright L&Es to enable the fair use of materials in a broad range of circumstances relevant to consumers Engage consumers in domestic law reform initiatives related to intellectual property and access to knowledge

5 consumersinternational.org Activites to be pursued under this objective Seek revision to UN Guidelines on Consumer Protection to include A2K principles Negotiate voluntary licences from collecting societies for personal use by consumers Advocate against taxes, customs and public lending rights fees payable on information resources

6 consumersinternational.org Activites not being pursued under this objective Research the cost of country exclusivity of limitations and exceptions for the blind Create a simplified list of copyright flexibilities and fair uses available worldwide Draft a consumer-friendly model copyright law incorporating a personal use exception

7 consumersinternational.org Objective 2 Provide capacity building to all stakeholders on consumer issues related to IP and A2K Raise awareness of the consumer interest in intellectual property rights, both within the consumer movement, and also to governments and business Promote alternatives to traditional intellectual property protection such as open source and open access licensing

8 consumersinternational.org Activites to be pursued under this objective Prepare IP Watch Lists for 2010-2012 Prepare A2K Handbook Produce film on the harsh impact of IP laws on consumers Hold a free movie night in conjunction with next global meeting, and give away digital copies of freely licensed movies, music, software and books

9 consumersinternational.org Activites not being pursued under this objective Nominate regional A2K coordinators for Francophone and Spanish speaking members Resource members to liaise with governments over adoption of FOSS and open licensing Produce public domain guidebook, outlining how to access major public domain resources

10 consumersinternational.org Objective 3 Objective 3: Promote human rights in the information society Ensure that consumers' rights in the information society are upheld, particularly in the areas of communications, education and health Combat IP enforcement measures that infringe upon consumer rights

11 consumersinternational.org Activites to be pursued under this objective Research the scope for the use of the TRIPS provision on intellectual property abuse to limit IP enforcement measures Draft legal opinion on use of consumer protection laws against contractual derogation from copyright flexibilities

12 consumersinternational.org Activites not being pursued under this objective Expand Global Consumer Dialogue to include telecommunications consumer protection Update 2006 survey on comparative pricing of educational materials Prepare report with recommendations on how to lower the cost of educational materials to consumers through ICTs and alternative copyright mechanisms

13 consumersinternational.org What next? Current funding runs out in June/July Hopefully next round of funding soon Top priority activity will be: Seeking the revision of the UN Guidelines for Consumer Protection To help rebalance global copyright norms through an international instrument
