2 Purpose of the Presentation Present highlights of Growth that Works for All: Investing in Equal Opportunities Discuss key observations from the morning NHDR themes discussions. Raise some questions for discussions. 2

3 Human Development Human development goes beyond the goals of poverty reduction and focuses on multiple areas expanding people’s opportunities. HD puts people at the centre of - what really counts is how they participate in economic growth and how they benefit from it. 3

4 Human Development HD is development of the people – meaning the enhancement of human capability so that people can participate fully in life. HD is for the people – meaning that all people should have the opportunity to receive or acquire a fair share of the benefits that flow from economic development. HD is by the people – meaning that all people should be given the opportunity to participate in the process of development. 4

5 Growth that Works for All: Investing in Equal Opportunities: NHDR Economic growth slows down and inequalities increase in Vietnam, which in turn exacerbate structural challenges and affect the pattern and pace of growth and human development. Income inequalities are 'the biggest global risk: it undermines growth by breaking down the tissues of society‘ and undermine human development. Income inequalities are compounded by inequalities in opportunities, in particular inequalities in access to (quality) education and health and productive employment. Top priority of the Government of Vietnam is to seek a model for sustaining growth in the next decade while ensuring social equality and environment protection. 5

6 What the NHDR team may explore Not all groups benefited and contributed to economic growth. What are the linkages between inclusiveness and growth? How people can benefit from and contribute to growth? What specific institutional and policy changes have to be made to ensure all people benefit and contribute to growth? What is evidence to inform policy decisions for better targeted approachws for inclusiveness? 6

7 Some specific areas of “inclusiveness” that can be examined opportunity in terms of access to markets, resources green development geographical disparities productive employment opportunities access to quality public services and social safety nets voice and participation 7

9 Questions to be Explored “Inclusive growth” concept is very broad and not yet defined. Which components of the concept are the most relevant to realities of Vietnam? Which specific areas should be covered in the NHDR? What are the most relevant international experiences that we should explore (e.g., China, Indonesia)? What current international and national research can be the most relevant and should inform NHDR preparation? Are there some studies exploring linkages between inclusiveness and growth that you can recommend? How to ensure that the recommendations of the Report are taken into consideration in decision-making processes? 9
