2 Role of Cooperation As the TT Workshop of EMIS, organized in October 2012, has concluded: Vicinity and proximity to work at a regional basis are agreed parameters for the efficiency of network. Both cooperation and networking are important steps for the creation of trust which in return will enable building knowledge. Finding success stories and best practices in South – South cooperation and transform them in initiatives which can be applied to the region will give the MPC a leading role in dealing with the existing barriers. Existing problems require initial exchanges of practice to find ways to tackle with the specificities of the region. As past experiences show that duplicating actions from other regions is not a solution.

3 Role of Cooperation and EMIS The first one was and the second one will be organized under the two tasks of the EMIS Work Package of MIRA aiming to promote the establishment of networks between EU and MPC scientific, innovation (RDI initiative like) and technical platforms. Two workshops on Metrology Laboratories have been organized with the aim of promoting Mediterranean Laboratories Network. Under EMIS, to provide this cooperation, workshops/forums are organized to use instruments such as platforms/networks that could be used by the practitioners in different fields to exchange practices and to build common actions. Cooperation between EU and MPCs is crucial to facilitate knowledge circulation for innovation

4 Mediterranean Laboratories Network Aimed to strengthen the tests and metrology services for firms and researchers in order to provide suitable solutions for both: product evaluation of conformity technical requirements of research projects

5 Network Objectives Support the laboratories’ staff qualification Upgrade the labs capabilities Improve the laboratories management systems with adoption of international quality standards Support the development of new services Disseminate the scientific and technical potential of the network members

6 Workshops for Laboratories Network under EMIS Metrology Laboratories Workshop, 2-3 June 2011, Rabat/Morocco 25 Participants of this Workshop were from the Metrology or National Standards Institutes of Algeria (2), Egypt (2), Jordan (1), Mauritania (1), Morocco (5), Palestine (1), Spain (4), Syria (2), Tunisia (2), Turkey (2). There was also participation from the European Commission (2) and BIPM (1). In this Workshop, Metrology Institutes from all the MPCs discussed on cooperation based in sharing information, training, accreditation, inter-comparison of measurements and other fields. At the end of this Workshop, as an outcome, a Roadmap was accepted. This Roadmap included objectives, barriers to overcome, outcomes, network structure, network stages and actions to be taken regarding gathering, sharing and dissemination of information, analysis, capacity building and network set up.

7 Workshops for Laboratories Network under EMIS Biomedical Analysis & Metrology Laboratories Workshop, 19-20 November 2012, Rabat/Morocco Aims of the workshop Development of cooperation between biomedical laboratories in the MPC Improvement of capacities and quality management in MPC biomedical laboratories Exchanges on technical and quality managerial practices Definition of further joint actions involving an increasing number of biomedical platforms and Laboratories Participants/Speakers Experts from high level life science laboratories and Metrology Institutions of Algeria, Egypt, Jordan, Morocco, Spain, Tunisia, Turkey and also experts from the European Comission are expected to participate in this Workshop.
