3 Terminology Definitions In the business world and general industry, contingency planning is all about preparing for an unplanned eventuality Business continuity Risk management Disaster recovery

4 Contingency Planning ❖ Occurs all the time on small scale and large scale Loss of data (security breach) Emergency Response Teams (medical, fire, hazmat) Tornado preparedness

5 Companies of all sizes engage in various levels of contingency planning on a routine basis Generally speaking, the larger the organization or the greater the risk, the greater the planning effort

6 Contingency Planning The goal of contingency planning is to ensure policies (guidelines), plans, and resources (human and otherwise) are in place should an event occur to counter the emergency and return the facility to normal operations as quickly and safely as possible with minimal impact to the organization

7 Public Safety Pre-planning Pre-incident planning (or preplanning) is the public safety equivalent of contingency planning Public safety organizations engage in preplanning efforts routinely Police, fire, EMS, and HAZMAT resources all pre-plan for various emergencies

8 Pre-Planning Public Safety organizations engage in various levels of preplanning usually dependent upon a combination of the following factors: Organizational capability Resources available (size, funding, equipment, personnel) Community risk (level of, type) Mission (responsibility)

9 The goal of public safety preplanning is to identify hazards and risks associated with certain facilities or events in an effort to minimize risk to responding personnel and ensure appropriate resources are brought to bear on any emergency Life Safety, Incident Stabilization, Property & Environmental Conservation

10 Challenges to Contingency/Pre-Incident Planning ❖ Time consuming ❖ Resource intensive ❖ Upkeep & maintenance ❖ Volume of data ❖ Access to critical data during an emergency ❖ Formatting varies between agencies

11 Commonalities to Contingency/Pre-Incident Planning ❖ Capturing (largely) the same data ❖ Response elements (players) will both be at the same event ❖ Similar goals

12 Barriers to Effective Response ❖ Poor or lack of preplan efforts (no data or old data) ❖ Communication breakdown (terminology, radio, personalities) ❖ Ineffective collaboration (no history of working together)

13 Bridge Building Opportunities Exist Bridge the gap between industry & public safety

14 Collaboration Coordination Communication Results are Achieved with The Three C’s

15 ❖ Endeavor to maintain open lines of communication ❖ Formalize a template for collecting data ❖ Share goals; share data ❖ Plan the exercise; Exercise the plan ❖ Develop a mechanism to ensure up-to-date data
