Our goal for today To gather broad, values-based input to inform future decisions about fish passage at Mactaquac Generating Station. Your feedback today can inform: research being done by the Canadian Rivers Institute future engineering and design decisions regarding fish passage at Mactaquac NB Power’s discussions with DFO about priority species on the Saint John River.

NB Power and the Saint John River Our commitment to fish passage: 2010 DFO and NB Power signed protocol to address fish/fish habitat issues related to hydro facilities on the river Agreement provides transparent and structured approach to identifying, prioritizing and addressing issues with input from stakeholders and First Nations Intended to enhance existing upstream passage and collective efforts to enhance fish stocks.

Our 2012-2017 action plan Research into water temperate changes from spilling at Trouser, Long and Serpentine storage lakes resulted in installation of new gate in winter 2015. Downstream smolt and kelt passage being installed at Tobique during summer 2016 and 2017. Research underway to understand in-stream flow needs below Mactaquac and Beechwood.

Our 2018-2022 action plan Under development….. Research to understand ways to move American eel upstream of Mactaquac. Continued modifications to storage lakes discharge structures Studying multi-species up and downstream passage at Mactaquac Generating Station.

What can be influenced? Common values identified during engagement process will be reflected in option selection How we engage with New Brunswickers (process and techniques) New information uncovered during engagement process will be considered What cannot be influenced? Continued provision of safe, reliable electricity at low and stable rates Compliant with environmental regulations A decision must be made by 2016 Respectful of First Nations’ rights and interests Today is part of a larger engagement

Opportunities for input so far September 2015 Launched Mactaquaction.ca Opened comments on draft environmental and social impacts reports October 2015 Open houses Winter 2016 Updates and presentations with interested groups Considering the Future of Mactaquac May 2016 Project update Community Dialogue Sessions Fish passage workshop Feedback ends May 31 End of 2016 NB Power decision Plus: Meetings with Community Liaison Committee, Comparative Environmental Review Advisory Committee, Stakeholder groups, First Nations Engagement

Beyond 2016 2016 NB Power selects preferred path forward 2017-2019 NB Power seeks regulatory approvals 2020 and Beyond Construction of project

Potential future paths for Mactaquac Repower No Power River Restoration Life Achievement

What is Life Achievement? Continued operations beyond 2030, perhaps to original lifespan. Detailed modelling suggests concrete’s structural integrity better than previously understood. Consistent with ongoing tests of concrete samples from station. Requires ongoing work and investment. Require mechanical and electrical equipment in the station be replaced due to age and wear.

No decision has been made. Refine analysis and business case of all options. Business case is a work in progress as we gather estimates related to construction, environmental, social factors. What you say today matters. Each option is expensive. There is no low-cost option for Mactaquac. What next?

Framework for a durable decision

Key considerations for NB Power Financial Considerations Energy policy Replacement services Risk External factors

Thank you Merci
