SCHEDULE E HSE Sustainable Procurement Supplier Awareness Sheet HSE, along with the rest of Government, must ensure that sustainability issues are considered throughout all operations and activities, including procurement. HSE is fully committed to the sustainability agenda and has a good track record on sustainable procurement and wider sustainable development. There are a number of key sustainable procurement drivers that our suppliers need to be aware of. These include: Greening Government Operations and Procurement (GGOP) targets The GGOP targets came into force on 1 st April 2011and replaced the previous Sustainable Operations on the Government Estate (SOGE) targets. GGOP are part of the Government’s wider commitment to mainstreaming sustainable development and are made up of 4 operations and procurement related targets. The targets are mandatory for all central Government Departments and their Arms Length Bodies. Reduce greenhouse gas emissions from a 09/10 baseline from the whole estate and business related travel Reduce the amount of waste generated by 25% from a 09/10 baseline Reduce water consumption from a 09/10 baseline and report on use against best practice benchmarks Ensure Government buys more sustainable and efficient products and engages with its suppliers to understand and reduce the impacts of its supply chain Commercial activities and decisions can have a significant impact on progress made towards the targets around emissions, waste and water – which is why potential sustainability impacts are considered in each procurement exercise and existing contracts that HSE is involved in. Government Buying Standards (GBS) GBS are designed to make it easier for Government to consider sustainability issues when procuring. GBS are a set of minimum standard and best practice specifications for a range of commonly purchased products such as IT equipment, white goods, paper etc. The minimum standard specifications are mandatory for Departments to use. The best practice specifications are likely to become the minimum standard in the future. HSE aims to meet the best practice specifications wherever possible.

2. Suppliers should familiarise themselves with both GGOP and GBS to see if they impact on the goods/services they provide/offer to HSE and wider Government. Further information can be found at http://sd.defra.gov.ukhttp://sd.defra.gov.uk UK Government Timber Procurement Policy The UK Government Timber Procurement Policy requires that all timber and wood derived products procured by Government Departments and their Arms Length Bodies must be from only: Independently verifiable legal and sustainable sources OR Forest Law Enforcement, Governance and Trade (FLEGT) licensed timber or equivalent sources Suppliers who provide/offer timber and/or wood derived products (such as furniture, paper etc) to HSE and wider Government should familiarise themselves with these requirements. Further information can be found at www.cpet.org.ukwww.cpet.org.uk The Equality Act 2010 The majority of the Equality Act 2010 came into force on the 1 st October 2010. The 2nd stage of the Act, the public sector Equality Duty, commenced on the 5th April 2011. The public sector equality Duty is a duty on public bodies and others carrying out public functions. The aim is to embed equality considerations into the day to day work and functions of public authorities. Public procurement is classed as a public function under the general duty – this means that all HSE procurement, as well as all other public procurement must consider equality aspects in order to comply with this legislation. Suppliers must familiarise themselves with equality legislation and recognise the responsibilitis that HSE has as a public authority.
