2 What is a Community Service Grant (CSG)? How can grant funds be used? And how are grant funds calculated? What is the application process? What are the eligibility criteria? Are there any potential issues with eligibility? And what is the impact? Does KXNM have any competitive advantages? What is the application time-frame? When are the funds available? What is the Board’s role in the grant process ? What Can You Expect to Learn from This Presentation?

3 CSGs are funded by the Corporation for Public Broadcasting (CPB) which receives a funding allocation of $465M per year. 72% of these funds are distributed to public radio and television through the CSG program. Nine Public Radio Stations in New Mexico received $1.3M in CSG funding in 2013. Base grants up to $100K are awarded with significant additional funding available for stations in rural communities, and for coverage areas that have large minority populations. Base Grants are divided into Restricted Funds (25%) and Unrestricted Funds (75%). What is a Radio Community Service Grant (CSG) ?

5  Production Expenditures for National Distribution  Program and Content Acquisition Expenditures for National Programs  Distribution Expenditures (e.g. uplink fees)  Promotion Expenditures for Promoting Nationally Distributed Programs Restricted Funds – Include Funding for Four Categories:

6 The CSG program consists of several levels (A,B,C and D) of qualification, that are determined solely by the CPB. Each level has specific requirements that determine the amount of funding that will be awarded. 9  Number of Listeners in Coverage Area and AQH Measurements (Audience Service Criterion)  Delivery of Qualified CPB Programing, Local Programing and Production (Broadcast Operations Criterion)  Staff Diversity (Staffing Criterion)  Paid Staff (NFFS Funding Criterion) What Are KXNM’s Potential Issues With CSG Eligibility?

10 CPB Waiver of Non-Statutory Criterion: A station that demonstrates it provides the sole public broadcast service in its community or that its public broadcast services are primarily for underserved or un-served audiences are eligible to have non-statutory criteria waived by the CPB. MASS Applicants are not required to meet all eligibility requirements and some non-statutory criteria are lowered or waived. What Is the Impact if the KXNM Does Not Meet All of the Eligibility Criteria?

11 Special Consideration is given to rural stations and to stations serving a significant minority population.  Rural Station Support Grant for Stations with a Population Density <40 (Torrance Co. is 4.5)  Minority Audience Service Station (MASS) for Stations Serving a Minority Population > 50% (Torrance Co. is 54%). MASS grantees are eligible for additional funding.  Sole Service for stations operating as the only primary broadcast service within a 50-mille radius from the station’s transmitter. Does KXNM Have Any Competitive Advantages in the Application Process?

12 CSG Applications for 2016, along with all supporting documents must be submitted to the Corporation for Public Broadcasting by… May -June 2016 Initial funds are released in… October 2016 What Is the Time-fame to Apply for a CSG?

13  Decide How the Grant Funds Will Be Used.  Prioritize the Projects and Initiatives to be Funded by the Grant.  Address Any Significant Concerns or Unresolved Issues.  Assist in documenting the 21 Exhibit Criteria  Explore Other Grant Opportunities.  Determine the Next-Steps. What Can the Governing Board Do To Facilitate the Grant Process?
