3 3 1- French social security A – Key French figures -Founded in 1945, it is based on the principle of solidarity which guarantees financial protection against life’s contingencies for everyone -The system is underpinned by the principles of universality and unity -It is administered through a number of different basic schemes: the general scheme for employees and the unemployed, agricultural workers’ and farmers’ schemes managed by the CCMSA, and the RSI for the self- employed, which covers the crafts, trade and commercial sectors, and independent professionals for their health insurance. -Other special schemes cover specific professions (civil servants, railroad employees..) -In 2012, total net expenditures amounted to 329,4 billion euros for the general scheme (454,4 for all schemes) -The system is financed by social contributions paid by employers and employees, a general social welfare contribution (CSG) and other contributions and taxes

4 4 1- French social security B – Self employed workers’ organisation : RSI provides obligatory social protection for : Self-employed managers (active or retired) : crasftspeople, shopkeepers, manufacturers, liberal professionals. 9,8% of the French active labour force are covered by the RSI 4.2 milllion health insurance recipients (self-employed managers and their families) 2 million pensioners (including spouses) 2.8 million contributors (2008 : 2 million) Nearly ¾ are male (average age of 45), and the average age of the contributors is 44,8 years old. 40% of SWE have employees

5 5 1- French social security RSI for the self employed : Manages affiliation Collects social and personal contributions (sickness-maternity, basic old age and complementary pension, disability-survivors, family, taxes) Pays benefits (sickness-maternity, basic old age pension, complementary pension, disability-survivors benefits) Develops health & social policies, for active and retired people, including actions for housing and aid in the access to care. Manages medical monitoring and control as well as preventative medicine

6 6 2 – The MAPI : takes into account the SEW’s specific characteristics A – Maintaining the capacity to work The MAPI program is directed toward people who suffer from : - an illness which limits their ability to work - an occupational illness - a disability It aims at helping the self-employed worker to stay or return to work, according to 3 modalities : - preparing the independent worker for suitable work - dedicating time for vocational rehabilitation in order to remain an independent worker - dedicating time for vocational rehabilitation in order to fit in as a future employee

7 7 2 – The MAPI : takes into account the SEW’s specific characteristics B – A specific process Loss of activity implies 3 main fields which may trigger the process : - medical : sick leave which exceeds 90 days - social : family composition or the spouse’s income - economic : the company’s sustainability, number of employees, collaborating spouse

8 8 3 – The MAPI : a tool for coordination A – A single contact in each agency devoted to the SEW 29 regional officies Tasks : - to detect the cases - to ensure coordination within the agency concerning the SWE’s application progress for the MAPI - to lead the MAPI group - to be the SWE’s only interlocutor

9 9 3 - The MAPI : a tool for coordination B – in each agency, a specific organization to coordinate the various units Composition : 1 representative from the sanitarian and social service, the medical monitoring and control, the contributions collection service, and the customer service Tasks : - to give an opinion on each case and professional project before the social action commission validation - to follow the application progress with the external partners And a MAPI board Composition : Head of the sanitarian and social action, the medical monitoring and control, the contributions collection service, the regional agency and 1 representative of the independent workers elected by the insurers Tasks : - political position - to validate the MAPI budget - to sign the partnership agreements with local stakeholders(hospitals, associations…)

10 10 4 – A financial assessment of the MAPI for 2014 The 29 regional officies dealt with 1000 cases Longterm expectations regarding these cases: - 9% of disability pensions avoided - 1 664 000 euros of economy regarding sickness allowances - 63% of people remain SEW after the MAPI vocationnal rehabilitation process = 1 727 630€ of contributions collected MAPI cost for health and social services : 838 280€ Net profit for the SEW’s social protection scheme = 2 910 830€ (disability and sickness allowances avoided + contributions collected – service sectors cost)
