3 Part 1 : Research instrument FP 7, the Seventh Framework Programme for Research and Technological Development. EU's main instrument for funding research in Europe. 2007-2013. 1 935 Million euros for "Food, Agriculture and Fisheries, Biotechnologies" Currently, FP7 funds 22 projects related to plant science and including at least one African partner. Total : over 95 M euros.

4 Under negotiation: Horizon 2020 (FP8), 2014-2020 Three priorities Excellent science (€24,6 billion) Industrial leadership (€17,9 billion) Societal challenges (€31,7 billion) (including Agricultural research)

5 Europe 2020 Priorities Tackling Societal Challenges - Health, demographic change and wellbeing - Food sec., sust. agri., mar. res. & bioeconomy - Secure, clean and efficient energy - Smart, green and integrated transport - Supply of raw materials, resource efficiency and climate action - Inclusive, innovative and secure societies Creating Industrial Leadership and Competitive Frameworks  Leadership in enabling and industrial technologies (Biotechnology,…)  Access to risk finance  Innovation in SMEs Excellence in the Science Base  Frontier research (ERC)  Future and Emerging Technologies (FET)  Skills and career development (Marie Curie)  Research infrastructures Common rules, toolkit of funding schemes European Research Area Simplified access International cooperation Coherence with other EU and MS actions EIT will contribute to addressing these challenges Shared objectives and principles Horizon 2020: Framework Programme for Research and Innovation

7 Policy Research and Innovation Research and Innovation International cooperation in Horizon 2020  Principles General opening of all calls Enhanced impact through mainstreaming International Cooperation within each pillar and challenge win-win Partnership (common interests, mutual benefits) Joint programming with Member States and Associated Countries Synergy with other EU external policies (for instance development cooperation) and EU internal policies (for instance Common Agricultural policy)  Communication under preparation (expected Sept/Oct 2012)

9 Policy Research and Innovation Research and Innovation The Policy guidelines (see EC Com 127-2010) put emphasis on Smallholder resilience and rural livelihoods oResearch/extension/ innovation: +50% by 2015 oFocus on Smallholders farmers, and in particular on women oAttention to ecologically-efficient intensification, resilient farming systems oEfficient & sustainable policies, strategies and regulations to create an "enabling" environment oEquitable access to resources (Natural Resources and others) oMulti-stakeholder approaches The Food Security Thematic Programme

10 Policy Research and Innovation Research and Innovation FSTP support to Agricultural research (in Africa)  Support to global initiatives  CGIAR (100 m Euros between 2007 and 2011, including for the Challenge Programmes like SSA-CP)  Support to African Continental or regional institutions: FARA10 million Euros ASARECA18 m Euros CORAF11.4 million Euros AFAAS1.5 million Euros  Support to other African institutions CARBAP2 million Euros ICIPE1.5 million Euros And support to NARS (eg KARI, in Kenya)

11 Policy Research and Innovation Research and Innovation  "Some" indirect support to agricultural research (especially through its S&T programme)  Could do much more if research was more frequently chosen as a priority area by beneficiary countries. The European Development Fund

12 Concluding remarks Europe has a lot to offer and not only funding ! Europe has shared interest with developing countries Proposals for new research collaboration should  be embedded in existing policy and priority setting mechanisms (CAADP, GFAR/GCARD)  and add value to current large initiatives, like the CGIAR Research Programmes and the FAO Tropical Agricultural Platform.
