11 National Crew Contract It is an actual contract not an agreement Mandatory Availability Period (MAP) for Pacific Northwest is 7/15-8/30 They are paid a specific amount for each crew during that availability. Location of crew must be within 50 miles of host dispatch center. They are on a true rotation not a DPL.

12 AK-DNR Crews Alaska has 3 Type 1 Crews ◦ 2 are managed by AFS and 1 by DOF T2IA Crews 5 ◦ 4 sponsored by DOF and 1 by USFS ◦ Host area is priority response by may be reassigned to higher priority fires by DOF or AICC.

13 AK-DNR Crews Type 2 Agency Crews ◦ Alaska sponsors 1 interagency crew composed of more than one agency. Type 2 EFF Crews ◦ There are 42 village/communities which can supply crews on the Alaska Statewide EFF crew rotation. 18-20 personnel

15 Washington State DNR How does DNR contract for fire suppression resources? ◦ DNR pre-season agreements  Local – handled by regions: Dozer and faller.  Call down lists for other equipment  Statewide available – Wildfire Division: busses, fixed wing, helicopters, kitchens, miscellaneous, showers, and toilets  Miscellaneous: trailers, services, hand washing, potable water http://www.dnr.wa.gov/callwhenneeded

16 Washington State DNR Continued: ◦ Region 6 VIPR – Primary use  Water Handling (engines, water tenders)  For 2016 – heavy equipment with water  Access to other VIPR agreements ◦ Oregon Department of Forestry – Crew agreement  Type 2 Hand crews

17 2015 Region 6 VIPR Resource use VIPR Resource Utilization Total tactical resource Utilization – 5084 Orders for 55,438 Days on Incident Engine Utilization – 3170 Orders for 29,990 Days on Incident VIPR Vendors Region 6 has a current total of 937 Vendors for 2655 pieces of equipment. There are about 7000 employees, 3500 of them work for Water Handling Vendors.

21 Ambulance/EMTs Solicitation – Open April 13 – May 13, 2016 DPL not coming out of VIPR will be posted on the FACT Webpage Host Dispatch Centers: ◦ Columbia Cascades Communication Center ◦ Puget Sound Interagency Communication Center ◦ Eugene Interagency Communication Center ◦ Burns Interagency Communication Center

23 Pre-award Equipment Inspections Must pass inspection by May 1 st to be awarded and placed on DPL Vendor responsible to provide manufacturers documentation Inspection not required annually Replacement equipment process unchanged Equipment suspended in 2015 must pass inspection by May 1 st, 2016 or it will be terminated

24 Pre-award Equipment Inspections Equipment  Engines, Water Tenders  Skidgine, Pumper Cat, Softtrack  Refrigerated Trailer  Weed Wash  Vehicle with Driver Vendor responsible to schedule and pay for inspection Inspection Providers posted on FACT website with inspection forms

25 Personnel Records Verification All employees required suppression training beyond RT-130 ◦ Engines and Fallers ◦ Employees required only RT-130 do not submit to Inspection Provider Vendor selects Inspection Provider Vendor pays Inspection Provider Verifications required annually

26 Incident Qualification Card (IQC) Requirement No change in card issuance Card issued by Vendor or Fire Contract Association Card validated by Inspection Provider if training required beyond RT-130 ◦ Validated Card required

27 DEMOBILIZATION All Contract Resources are released by the IC D.6.8 – The Incident Commander will determine the priority of demobilization.

28 Dispatch Update ROSS/VIPR Interface Vendors must provide equipment listed on Resource Order (no substitutions) Vendors Self Status
