2 Correct as at 08 Oct 15 The 4 things you need to know OP Okra has been declared warlike service WEF 9 August 2014 (for Zone A) and non-warlike service WEF 9 August 2014 for Zone B. If you are assigned for duty to OP Okra and inside the specified area then all relevant CoS apply. Outside this area? Depending on the reason, some CoS may no longer apply. The current Deployment Allowance rate is $153.77 per day for warlike service and $83.77 for non-warlike service. This could increase or decrease so don’t make significant financial decisions based on this amount! The length of your deployment may affect some non-financial CoS like leave, removals and housing contributions.

3 Correct as at 08 Oct 15 Entitlements to CoS The specified area of operations for OP Okra’s Zone A and Zone B is shown in the next slide. Why do you need to know this? Well if you’re outside the specified area, then in most circumstances your CoS entitlement will cease. You’re also not entitled to CoS if you’re not assigned for operational duty to OP Okra. Your DEPORD or TASKORD will indicate if you’re assigned for operational / non-operational (visitor) duty.

4 Correct as at 08 Oct 15 OP Okra Area of Operations Zone A – warlike service – the land area, territorial waters and superjacent airspace of Iraq Zone B – non-warlike service - the land area, territorial waters and superjacent airspace of Albania, Bahrain, Bosnia and Herzegovina, Bulgaria, Croatia, Cyprus, Czech Republic, Estonia, Hungary, Jordan, Kuwait, Montenegro, Poland, Qatar, Romania and the United Arab Emirates. The waters and superjacent airspace of the Persian Gulf.

5 Correct as at 08 Oct 15 Deployment Allowance The current Deployment Allowance rate is $153.77 per day for warlike service and $83.77 for non- warlike service per day It is paid from the date of your first arrival inside the specified area and ceases after you leave for the last time. It is paid during temporary absences related to operational service. It is also paid for leave accrued whilst in the specified area. It could change whilst you’re away – do not rely on this particular amount when making financial decisions. The most up to date amount will be on the Pay and Conditions website (Chapter 17 of the PACMAN)

6 Correct as at 08 Oct 15 Deployment Allowance – temporary absences You will continue to receive Deployment Allowance if you are temporarily absent from the specified area for reasons related to operational service. These reasons include: –Leave during Relief Out of Country Travel –Acting as a Medical escort It is not payable for absences for non-operational reasons such as compassionate leave or disciplinary return to Australia. If you return to the specified area to commence operational duty again, DA will re- commence.

7 Correct as at 08 Oct 15 Allowances Other allowances may continue to be paid where applicable: –Separation Allowance –Special Forces Disability –Flying Allowance –Maritime Allowances Field Allowance applications are to be submitted to DGSPT JOC for approval IAW PACMAN requirements, providing the stipulated threshold criterion of 'living in the field' has been met. Meals and Accommodation are provided at Commonwealth expense in specified area; or –If meals are not provided – TA (including incidentals) can be paid Other Financial CoS

12 Correct as at 08 Oct 15 Stuff you should do before you deploy Check with Centrelink regarding: –Family Tax Benefits: –any other benefits that you may be eligible for depending on your family composition and income Check with Child Support Agency regarding child support payments Check your insurance is up to date Speak to your financial planner or tax accountant about impact of tax concessions

13 Correct as at 08 Oct 15 Defence APS Employees Employees receive operational support allowance for each day or part of a day they are in either of these situations. –in the operational area, and –on leave during their period of duty but only if the leave taken is not greater than the leave credit accrued for the period of duty. Current OSA rate: –$83.77 per day –The most up to date amount is on the PACMAN website. Relief Out of Country Travel Fares Assistance (ROCTFA). –APS employees are eligible for ROCTFA in accordance with PACMAN Part 10 Div 2

14 Correct as at 08 Oct 15 Defence APS Employees Operational Hours Allowance compensates for: –Work in an environment that does not allow for work practices that are usual in other Defence workplaces. –The need to perform additional hours of duty, or work that would normally attract shift penalties. Paid at the rate of $20,345 pro rata – full details in the PACMAN Leave for APS Employees: –an additional 10 days annual leave for duty in a specified area, pro rata pa, and –1 day additional annual leave for every 10 days of service paid OSA; to a maximum of 10 days pa. Compensation –Covered under the provisions of the Safety Rehabilitation and Compensation Act for death, injury or illness; except while on leave outside the specified area.

15 Correct as at 08 Oct 15 Defence APS Employees - Taxation Taxation advice regarding an employee's personal circumstances is not provided by Defence. It is the responsibility of the individual employee to seek advice as necessary regarding the application of Section 23AG (or other provisions) to their personal circumstances and/or the ATO regarding a private ruling.

16 Correct as at 08 Oct 15 EXCHANGE PERSONNEL Personnel from other forces on exchange with the ADF and deployed on Operation Okra: –have no eligibility to the ADF deployment package. –are provided conditions of service from their parent country. Foreign Third Country Deployments
