1 European Union's policy and legislation on technical regulation of energy efficiency and environmental safety for road transport Tomaž Svetina, M. Sc. Mec. & Econ Slovenian traffic safety agency Kiev, May 2013

2 History in Slovenia -the system was established in 1993, -system was established on ECE regulation system but we recognized also EEC system, -from 2004 Slovenia as the member states of EU, fulfils all EU requirements.

3 History in Slovenia -Ministry of science and education - type approval; Ministry of interior - technical inspection and registration (1993), -Ministry of transport - type approval; Ministry of interior - technical inspection and registration (2001), - Ministry of transport - whole vehicle field (2010).

4 History in Slovenia From 2010 is whole vehicle field in Slovenian traffic safety agency. Operative work is divided from legislation field which is in Ministry of transport.

5 Slovenian traffic safety agency -Department of general affairs, -Vehicles and drivers sector: - type approval, - technical inspections and registration of the vehicles, - driver’s license. - Sector for prevention in traffic safety.

6 Vehicles and drivers sector - Type approval procedures, - Type approval for systems, components or separate technical units, - Periodical technical inspections, - Registration of the vehicles.

7 Type approval system -Begining of the type approval system in Slovenia in year 1993, -Regulation of type approval in year 1993 (based on the ECE regulations), -Regulation of type approval in year 2004 (based on the european EEC system).

8 IT system 1 At the beginning in year 1993 was not automatic system, system without IT support. In 1997 was established IT system in way to provide technical data by file transfer protocol (FTP) into the data base. In 2010 was data provided by internet in xml format.

9 IT system 2 In 2004 we were increased the number of technical data and was establish Central register of the vehicles CRV. In 2006 was connected to CRV also the Database of registered vehicles.

11 Regulations of motor vehicle field 2 - Regulation of EC – type approval for agriculture and forestry tractors (Official journal RS, nr. 125/03, 80/04, 103/04, 75/05, 33/06 in 82/07), (base on 2003/37/EC) - Regulation of EC – type approval and individual approval of vehicles (Official journal RS, nr. 31/09, 78/09), (base on 2007/46/EC) -Technical specifications TSV.

12 Speciality in accordance to EU 1 Emission requirements for vehicles imported in Slovenia are: - Personal vehicles (M1) - 94/12, -Two wheel vehicles (L) - 97/24, - Light trucks and trucks (N) - EURO 2.

13 Speciality in accordance to EU 2 -Head restraints on all seats which has three point safety belts, -Side marks on the mopeds, -Lighting for registration plates, - Type approval for separate warning lights.

14 Type approval procedures -Recording of vehicle type (harmonized field) -Recognition of the other EU member states national type approval -National type approval (no-harmonized field) -Individual approval of the vehicles (from third countries, modified vehicles) -Identification and technical assessment of the vehicle (from EU countries)

15 Recording of the vehicle -The application form for vehicle type, -The document of payment, -The whole vehicle type approval, -The table with technical data, -The document of authorization.

16 National type approval of vehicle -The application form for the type of vehicle, -The document of payment, -The separate certificates, -The vehicle, -The table with technical data, -The document of authorization, -The variant and version.

17 Individual approval of the vehicle -Procedure performed by Authorized technical services, -The vehicles which were not type approved before, -The vehicles imported from third countries, -The documents which prove conformity of the vehicle in Slovenia, -The registration document, -The vehicle.

18 Identification and technical assessment of the vehicle -Procedure performed by Authorized technical services, -The vehicles which were not or already type approved before, -The vehicles imported from EU countries, -The document with technical data of the vehicle, -The registration document, -The certificate of conformity, -The vehicle.

21 DIRECTIVE 2007/46/EC DIRECTIVE 2007/46/EC OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL of 5 September 2007 establishing a framework for the approval of motor vehicles and their trailers, and of systems, components and separate technical units intended for such vehicles

22 DEFINITION OF VEHICLE CATEGORY Category M: Motor vehicles with at least four wheels designed and constructed for the carriage of passengers: Category M1: Vehicles designed and constructed for the carriage of passengers and comprising no more than eight seats in addition to the driver’s seat, Category M2: Vehicles designed and constructed for the carriage of passengers, comprising more than eight seats in addition to the driver’s seat, and having a maximum mass not exceeding 5 tones, Category M3: Vehicles designed and constructed for the carriage of passengers, comprising more than eight seats in addition to the driver’s seat, and having a maximum mass exceeding 5 tones.

23 DEFINITION OF VEHICLE CATEGORY Category N: Motor vehicles with at least four wheels designed and constructed for the carriage of goods: Category N1: Vehicles designed and constructed for the carriage of goods and having a maximum mass not exceeding 3,5 tones, Category N2: Vehicles designed and constructed for the carriage of goods and having a maximum mass exceeding 3,5 tones but not exceeding 12 tones, Category N3: Vehicles designed and constructed for the carriage of goods and having a maximum mass exceeding 12 tones.

24 DEFINITION OF VEHICLE CATEGORY Category O: Trailers (including semi-trailers): Category O1: Trailers with a maximum mass not exceeding 0,75 tones, Category O2: Trailers with a maximum mass exceeding 0,75 tones but not exceeding 3,5 tones, Category O3: Trailers with a maximum mass exceeding 3,5 tones but not exceeding 10 tones, Category O4: Trailers with a maximum mass exceeding 10 tones.

32 EMISSIONS EURO 1 (1993): For passenger cars - 91/441/EEC, also for passenger cars and light trucks - 93/59/EEC, EURO 2 (1996) for passenger cars - 94/12/EC (& 96/69/EC), For motorcycle - 2002/51/EC (row A) - 2006/120/EC, EURO 3 (2000) for any vehicle - 98/69/EC (row A), For motorcycle - 2002/51/EC (row B) - 2006/120/EC, EURO 4 (2005) for any vehicle - 98/69/EC (row B), EURO 5 (2008/9) and EURO 6 (2014) for light passenger and commercial vehicles - 715/2007/EC These limits supersede the original directive on emission limits 70/220/EEC.

36 Veteran vehicles -Veteran vehicle is vehicle which is older then 25 years and maintained in accordance to manufacturer manual and is still in same shape as when it was sold, and is not used for everyday purpose, -Veteran status of the vehicle give authorized organization (technical service) after the identification of the vehicle and on the attached documents.

37 End of series The type approval authority can on request of manufacturer allows to put in service limited number of the vehicles which does not fulfill all requirements in period 12 months or for the not finished vehicles for 18 months if the vehicles were produced before the change of the legislation.
