2 Plan Committee Appointed by Commissioners last winter. 9 Meetings over 8 months. 11 citizens representing variety of backgrounds, ages, and interests. Conducted survey, interviews, public workshop. Subcommittees: *Community Interaction *Older Adults *Youth *Facilities Developed Options and Prioritized them.

3 Vision, Mission and Values Parks and Recreation is fundamental to the history and attraction of Nags Head. Town already has considerable investment (properties, access, beach nourishment, Nags Head Woods) Community benefits from healthy and active citizenry of all ages (children, teens, adults, elderly). Town benefits economically from parks and recreation activity (events, local businesses, tourism). Town can achieve world class recognition as a recreation destination by building on our assets, and setting high standards for the future.

4 Key Goals A.SERVE ALL AGES AND PHYSICAL ABILITIES B.CREATE OPPORTUNITIES FOR COMMUNITY INTERACTION C.STRIVE FOR CONTINUAL IMPROVEMENT OF EXISTING FACILITIES D.SOUND ACCESS E.PEDESTRIAN AND BICYCLE ACCESS AND CONNECTIVITY F.AQUIRE PROPERTY FOR THE PURPOSE OF PARKS AND CONSERVATION G.DEVELOP NEW RECREATIONAL OPPORTUNITIES H.CONTINUOUS IMPLEMENTATION OF PLAN GOALS

5 Implementation Strategy Short term or low to no cost actions: –Take care of what we have –Take advantage of timely opportunities –“low-hanging fruit” –Improve communications, public awareness –Partnerships with outside groups Mid-term to Long-actions: –CIP investements and Infrastructure –Planning activities

6 Specific Actions IMMEDIATE: –Improve communications and develop Community Calendar of activities with Dare County and other Partners through Town website, FB, newsletter, etc. –Provide maps on Google and Town website that indicate where parks and water access are located. –Partner with the YMCA on Skate Park task force. –Research feasibility, cost and location of public tennis courts (new or update agreement with Kelly’s) –Apply to NCDOT for Comprehensive Pedestrian Planning Grant (due 12/2/11) and Safe Routes to School Grant (rolling deadline).

7 Specific Actions (cont.) 1-3 years: –Playgrounds at Whalebone, Satterfield Landing and Recreation Park. –Develop Directional Signage consistent with other Town efforts. –Improve ADA Sound and Beach Accesses. –Construct Next Phases of US158 Trail. –Resurface select areas on Beach Road Trail. –Special Events Planning for Windmill Point, Nourished Beach and Parks with Partners. –Acquire property for benefit of park, trail, and water access development. 4 years and beyond: Planning for properties, Partnerships and Bike/Ped Connectivity.

8 Next Steps Make Draft available for Public Review and comment on website and Town Hall. Set a Public Hearing for December. Adoption by January for use in: –PARTF and other Grant applications, –Town budgeting for FY 12-13 –CIP Planning –Assigning staff/Coordinating with community partners
