1 STOCKTAKING OF ARF COOPERATION ON NON-PROLIFERATION 1 st ARF Inter-Sessional Meeting on Non-Proliferation and Disarmament (ISM on NPD) Beijing, 1-3 July 2009

2 Recurrent Themes  Emphasized that an approach to non-proliferation that is universal, comprehensive and discriminatory is urgently needed to achieve comprehensive nuclear non-proliferation.  Reaffirmed that the Nuclear Non-Proliferation Treaty (NPT) remained the cornerstone of the nuclear non-proliferation regime and the essential foundation for the pursuit of nuclear disarmament.  Supported the effort to establish nuclear weapons free zone.  Called on all states to exercise restrain in the development, testing and export of ballistic missiles and other delivery means of WMD.  Called on all states to work towards the objective of total elimination of nuclear weapons.  Called on all states to ensure effective and full implementation of UNSCR 1540 and supported the effort of the UN Committee 1540.  Supported the denuclearization of the Korean Peninsula.

3 Recommendations from Past ARF Activities on Non-Proliferation Sign/ratify major global non-proliferation regimes. Establish a Study Group on mechanism to assure non-nuclear weapon states against the threat or use of nuclear weapons. Export controls to be part of the broader ARF security agenda. Conduct industry outreach. ARF countries which can provide technical assistance identify their area of specialization with a view to sharing that information with recipient countries. Establish a list of points of contact for export licensing Focus the international non-proliferation effort on practical steps to improve implementation and compliance with non-proliferation obligations. Countries to use the especially designed 1540 matrix to identify the assistance they require or they would like to offer to other states. The 1540 Committee experts should make a country visit to identify gap and assistance required by the respective countries.

4 Commitments in Cooperation on Non-Proliferation ARF Statement on Non-Proliferation, adopted by the 11 th ARF in 2004 Implement effective export controls and enforcement measures to control the transfer of materials, technology and expertise that can contribute to the design, development and production or use of WMD. Enforce and further develop national export control lists. Review abilities to control radioactive sources and make political commitment to work toward following guidance contained in the IAEA Code of Conduct on the Safety and Security of Radioactive Sources. Continue to support the Six Party Talks to resolve the nuclear issue peacefully through dialogue.

5 Commitments in Cooperation on Non-Proliferation Continue to enhance cooperation with the IAEA and the Organization for the Prohibition of Chemical Weapons (OPCW). Work actively with international cooperative mechanisms to provide, when and where possible, technical assistance to strengthen mechanisms against proliferation of WMD. Encourage the ARF Chair to explore with the ASEAN Secretariat whether it would be willing to record request from ARF participants for assistance in implementing measures to strengthen their respective WMD national authorities.

6 Commitments in Cooperation on Non-Proliferation ARF Statement on Supporting National Implementation of United Nations Security Council Resolution 1540, adopted by the 14 th ARF in 2007 Provide additional information to the 1540 Committee on national implementation as part of the ongoing process of UNSCR 1540 implementation Work toward practical capacity-building activities and cooperation in the ARF region to help participants meet their obligations under UNSCR 1540 and other WMD non-proliferation commitments In full cooperation with the 1540 Committee, promote lessons learned, share experiences and facilitate the identification of assistance needs for national implementation. Remain seized of the matter in the ARF in the future and may hold further exchanges of views on the implementation of UNSCR 1540.

7 Challenges Limited resources and expertise to implement export control systems. Provision of technical assistance focusing on capacity building. Develop bilateral and regional mechanism on information sharing. Strengthening national and international efforts.

8 ARF ISM on NPD to work effectively. Need for mechanism to follow-up on discussion, decisions and recommendations. Stocktaking and review process. Way Forward?
