3 Context  Jointly-funded (HO + MoJ) provision to support adult victims of human trafficking.  Support is currently provided by The Salvation Army acting as a prime contractor subcontracting with 12 frontline providers.  The contract meets the Government’s obligations in relation to the Council of Europe Convention on Action against Trafficking in Human Beings, and Directive 2011/36/EU on preventing and combating trafficking in human beings and protecting its victims  Contract ends 30 June 2014.  Demand: rising annually by circa 45% per annum. Expect circa. 700 victims to be supported between July 2013 and June 2014.

4 New Contract -£4 million per annum contract -Contract length: 1 July 2014- 31 March 2017 -Option to extend for further two years -Based on ECAT and Directive entitlements -Ministers wish to continue with existing ‘prime’ model

5 Article 12 Council of Europe Convention Identified victims are afforded a standard of living capable of ensuring their subsistence, including secure accommodation where required, psychological and material assistance, for a minimum of 30 days. Identified victims are able to access emergency medical treatment, as required, for a minimum of 30 days. Identified victims have access to translation and interpretation services, when appropriate, for a minimum of 30 days. Identified victims receive counselling and information as regards their legal rights and service available to them, in a language they can understand, for a minimum of 30 days. Identified victims are afforded assistance to enable their rights and interests to be presented and considered at appropriate stages of the criminal proceedings against offenders, for 30 days.

6 Key Messages: Core service -Funding to deliver the core service of immediate support to victims once they have been referred into the National Referral Mechanism and until they receive a ‘Conclusive Grounds’ decision. UK Government Policy is more than Convention: minimum of 45 days. -The supplier will need to use alternative funding streams to continue supporting them or refer them to other groups who have provide them with longer-term care.

7 Key Messages: Delivering efficiencies - Partnership with NCA and UKVI - Prime Contractor has two functions: - (1) Co-ordination of support services - (2) Case Management -With rising demand, focus is on quality of service + delivering value for money -Particularly important with ongoing rising demand for services. Track and monitor spend critical. - Work with MoJ to manage any increased demand through efficiency savings
