Business requirements including, tasks, activities and information flows. Technical requirements and standards

The architecture has a number of “slices” The relative size of the slice can vary

Standards and communications across components e.g. Business Rules e.g. Service Definitions e.g. Data Standards

Making it happen Immediate priorities Refreshed 5 year strategy Capability Review Sector information architecture (model) Sector IT governance Key business drivers Information strategy Leitch 14- 19 reform Varney Gilbert review Identity management Government Connect Integrating front line systems DfES information management Council of CIOs Information Standards Board

Information Strategy Sector information architecture (model) Sector IT governance  Council of DfES Group CIOs  Information Standards Board Identity management  Personalising services  Unique educational identifier Integrating front line systems  Government Connect:  Making ECM possible across education and children’s services  Encouraging incremental change: e.g. Gateway to educational services DfES information management

Stakeholder engagement Information strategy released Information model published Contract for technical support Joint governance with NDPBs DfES Group CIO Council - first meeting DfES agreement with Govt Connect on use in sector Identity Management Feasibility study to evaluate options 2007 J F M A M J J A S O N D Implementation begins Common information standards Technical support for ISB Integrating front line systems Sector IT governance Information Management in DfES ISB fully operational Information strategy and model Consultation complete Implementation IMAP (action plan) drawn up Information strategy - immediate actions Joint info strategy in place

Modelling Sector information architecture: Processes / Users – Context Diagrams Show all the business processes that have been modelled Shows which actors participate in which processes

How – Process Models Show the detailed process steps, actors, information and services for each use case in the context diagram Modelled using standard Business Process Modelling Notation (BPMN)

What Data – Information Models Show the relationships between the different types of information used across the system – the Entity Relationship Models

What Data – Information Models Show how the information flows through the system – e.g. the Learner Record Lifecycle

What Functions – Service Models Show the functional services that are provided within the education system Show how they are organised by type or sector; As-Is and To-Be versions and the gaps between them

Incremental change – from Free school meals to education gateway FSM System HMRC DWP Home Office LA FSM Backoffice School FSM Backoffice Secure interface Online FSM Authentication Potential Interface

Apply for school clothing grant Apply for transport grant Apply for free school meals Point Solutions? Risk of developing “Swim Lane” solution

Incremental change – An example: Starting and Attending School School Meals School Clothing Transport School Music Advice Free School Meals AdviceTransport Grants Courses Music Fees Uniform Requirements Grants Attainment Attendance Opening dates School dinner menu

Education gateway: Partners  LA Online FSM system  DfES FSM system  Secure interface – between the LA Online FSM system and the DfES FSM system Government Connect authentication  Multiple access channels – standard web browsers and Digital TV  Several Government Departments  Inclusion  Empowerment and engagement  Cabinet Office, DfES, LA, Government Connect Partnership

Information strategy - the proposition DfES National bodies Front line leadership Front line workforce Children, parents, learners Better management information - more integrated, more real-time Savings in IT investment through reduced duplication Savings through more efficient administration Better service delivery - more modern, joined-up and personalised to the individual Richer information about each individual to meet their needs better Upfront investment and risk modest … based on convergence and integration from current systems
