ACTO-Project: Monitoring Deforestation, Logging and Land Use Change in the Pan Amazonian forests Presentation Suriname 16th May 2012

Country information Suriname  Land area: 16.3 miljoen ha  Forest area: 14.8 miljoen ha  Production Forest: 4-5 miljoen ha Timber concessions : 1.7 miljoen ha Community Forest: 550.000 ha Protected Areas: 2.1 miljoen ha Plantations: 13.000 ha  Timber production:300.000 m3/year  Population: 531 000 inhabitants (2010)  Forest communities: 70.000 (Marrons and Indigenous)  Other ethnical groups:Indian, Creole, Chinese, Javanese, mix  Forest contribution: 2% of Gross National Product  Deforestation :0.01%/yr (HFLD country)

Country information Suriname The southern part of the country is difficult to acces because of rapids:

Deforestation in Suriname  Main drivers of deforestation  Mining: Gold and bauxite  Agriculture  Hydropower  Construction of infrastructure

Deforestation in Suriname  Map of timber logging rights  logging is selective and does not cause deforestation

Deforestation in Suriname  Deforestation due to (gold)mining

Deforestation in Suriname  Deforestation due to (gold)mining

Deforestation in Suriname  Planned road infrastructure

Deforestation in Suriname  No consistent data is available on deforestation in Suriname  Within the project we will focus on a regular (annual) monitoring of deforestation

Legal and institutional framework  Land Use Planning map must be made  Currently overlapping of different licenses (mining, logging and agriculture) can occur  Strong regulation and implementation regarding the monitoring of timber logging activities in place  Commission established by the president to regulate gold mining activities  Limited legal framework to monitor and regulate deforestation

Project implementation Focal points in Suriname  Political focal point: Ministry of Foreign Affairs  Technical focal point: Ministry of Physical Planning, Land and Forest Management  Its workarm, the Foundation for Forest Management and Production Control (SBB) is appointed for the execution of the project

Project implementation Realizations: - Location of the observation room - Consultants were selected - The proposed consultants attended the INPE/ACTO- training in Belém, in february 2012

Project implementation Ongoing activities: - Human resource: - Contracts with the consultants have to be signed- negotiations on salary distributions - Further capacity building will be carried out to increase Suriname’s pool of technical experts which will guarantee the sustainability of the project

Project implementation Ongoing activities: - Acquisition of the equipments - Because there is no GIZ office in Suriname the equipments will be purchased by ACTO in collaboration with local providers. The expected delivery time is 2 months after the orders are confirmed. - Multiple invoices were obtained for the equipments necessary for the observation room and all information was listed - Finishing the formulation of the formal request

Project implementation  Participation of national stakeholders  Stakeholders are being listed  Two persons from other organisations were trained by INPE/ACTO in Belém.  Workshop to launch the project, involve stakeholders in the process to define project parameters (e.g. definition of forest, area of interest) and to collect all available data

Project implementation  Determination of project parameters:  Definition of forest (and deforestation) Current definition is not applicable for the purpose of the project A technical paper is prepared and will be presented during the workshop  Delineation of the area of interest  Baseline year

Project implementation  Collection of available data:  Assessment of availability of satellite images, other geographical data and field data  Data exchange with other organization was initiated  National forest inventory will be carried out parallel with this project

Expectations  Sensors providing the freely available satellite images needed for this project (Landsat and CBERS) are out of operation. A solution model for this problem has to be formulated.  To promote regional integration, regional discussion on the monitoring procedures need to be held (e.g. projections, minimum mapping area, definitions of forest,…)

Expectations  Increase human capacity in Suriname on monitoring forest cover throughout this project (additional support of INPE/ACTO could help)  Learning and sharing experiences with the other participating countries on a regular base  A validation procedure has to be formulated  Discussion on a common baseline used by the participating countries is necessary

Thank you!
