6 Illinois Program Fraud Prevention If a motorist comes in to test and the OBD configuration is different than OEM: –Motorist is asked to remove device from DLC GPS tracking? Aftermarket Gauges? –If device can’t be removed, pictures are taken of OBD configuration and sent to QA to evaluate Questions asked of motorist to try and determine what the device is

10 Each situation has to be evaluated on a case by case basis before determination is made on the appropriate course of action with the vehicle

11 Illinois Program Fraud Prevention In cases where the device cannot be removed: –Car is failed for a damaged DLC and motorist is asked to restore DLC to OEM specification OR –After OBD interrogation is made, results are compared to previous tests on record Readiness Monitors, OBD VIN if applicable, etc.

21 Illinois Program Fraud Prevention This test was performed at one of the Inspection and Repair Facilities in Illinois. During the investigation of this fraudulent test, there were too many inconsistencies in the statements made by the individuals that would support their contention that the fraudulent test was done without intent. These inconsistencies along with the visual/ statistical data regarding the tests led to this facility being removed from the Illinois test network.

27 Illinois Program Fraud Prevention The investigation of this fraudulent test revealed that the Inspector was solicited by a repair technician seeking to barter for the compliance of this vehicle in return for repairs on a vehicle owned by the Inspector. Data comparison at the workstation prevented the Inspector from doing so. The Inspector no longer works in the program.
