2 BACKGROUND Following the 2003 invasion, reform has focused on: establishment of democratic state establishment of democratic state strengthening the economy strengthening the economy resumption and expansion of services resumption and expansion of services

3 THE TRANSITION Security improved but fragile Iraqi HHs were receiving 8 hours’ electricity per day through public network in 2007. Situation worse than in 2007, but some improvements in KRG 44% children in Iraq finish primary school and illiteracy rate in the country is 1 in 5. The rate is 28% for women compared to men’s illiteracy rate of 12% Iraq has a single sector economy – Oil.
