5  The admissions, review, and dismissal (ARD) committee determines whether a student with a significant cognitive disability is eligible to take STAAR Alternate 2  The decision to administer the STAAR Alternate 2 is based on multiple sources of measurable, objective evidence  All assessment information must be communicated to the Campus Testing Coordinators by the Campus Based Evaluator or designee CTC Training Alt 2 Spring 20165

6 It is not based solely on the student’s: disability category racial or economic background excessive or extended absences the amount of time or location of service delivery The decision to administer the STAAR Alternate 2 is based on the student’s educational need. 8 Other ARD Responsibilities  ARD committees will determine and document the necessary accommodations for instruction and assessment. Test Administrators will assist with determining accommodations and will make available all required accommodations and other materials for the test administration  Students with severe medical or cognitive impairment might not be able to complete any part of the assessment. For these exceptions, ARD committees can determine if a student’s assessment can be coded as a:  Medical Exception, or  No Authentic Academic Response (NAAR)  For both exceptions, the ARD committee will make the determination after reviewing medical and educational records. The decision is documented in the student’s IEP. Note that this decision is made BEFORE testing would occur. Medical Exceptions and a NAAR determination are made prior to test administration, and no test administrations are attempted CTC Training Alt 2 Spring 20168

9 Medical Exception  Students that are medically fragile and cannot attend to or tolerate any academic interaction can qualify for a medical exception for the following circumstances:  The student is in the final stages of a terminal or degenerative illness  The student is receiving extensive short-term medical treatment due to a medical emergency or serious injury in an accident  The student is unable to interact with peers or staff without risk of infection or contamination to himself/herself or others  The student is receiving non-academic homebound services due to medical issues and does not receive academic instruction CTC Training Alt 2 Spring 20169

10 Medical Exception, CONTINUED At least one of the specific medical conditions listed should describe the medical condition of the student The ARD committee must discuss the three assurances and initial them after they are discussed The medical exception should be documented in the student’s IEP and this form included in the IEP Students are not required to participate in the administration of STAAR Alternate 2 for any courses or subjects for which they are enrolled in for the current year A score code of “M” must be recorded for all tests the student would have taken CTC Training Alt 2 Spring 201610

11 No Authentic Academic Response (NAAR)  Students who are not able to respond authentically to any verbal, visual, or tactile stimuli during academic instruction due to level of cognition rather than a medical condition can qualify for a NAAR exception if one of the two following student descriptions is evident:  Because of multiple impairments, the student is unable to receive information during instruction and assessment. For example, the student may have a combination of visual, auditory, and/or tactile impairments  The student is consistently unable to provide an authentic academic response during instruction. His or her behavior may be described by one or more of the following characterizations:  does not show any observable reaction to a specific stimuli  exhibits only startle responses  tracks or fixates on objects at random and not for a purpose  moves or responds only to internal stimuli  vocalizes intermittently regardless of changes in the environment  unable to receive any visual, auditory, or tactile information during the assessment CTC Training Alt 2 Spring 201611

18 Test Administrator Qualifications  The Test Administrator should be the student’s Teacher for the subject tested  The Test Administrator must have a high level of familiarity with the student, so that testing accommodations can be prepared appropriately and the student’s typical response modes can be understood  Certified and non-certified paraprofessionals who are currently employed in the district and routinely work with the student can assist Test Administrators with preparation of test materials and allowable accommodations  All Test Administrators and Test Administrator assistants must be trained in test security and administration procedures prior to the assessment CTC Training Alt 2 Spring 201618

28 Test Security  Test Security involves accounting for all secure materials and confidential student information before, during, and after the test administration  Campuses are required to implement the controls necessary to ensure the proper storage and accurate tracking of secure materials throughout each stage of the test administration  Campuses must check in all received test materials within 2 days of receipt  Ensure that ALL individuals who will handle or preview test materials or administer the Alternate 2 test are trained and have signed an Oath of Test Security and Confidentiality for STAAR Test Administrators or Non-certified Test Administrators  Testing personnel must not discuss, show, or share any secure test content with other testing personnel, Special Education Directors, Campus-Based Evaluators, Campus Administrators, parents, peers, or Campus Testing Coordinators CTC Training Alt 2 Spring 201628

30 Oath of Test Security and Confidentiality  Note there is NOT a separate oath for STAAR Alternate 2 Test Administrators – they used the STAAR Test Administrator oath  After training has been completed, each Test Administrator must sign the Oath of Test Security and Confidentiality  The box titled “For Test Administrators Authorized to View Secure State Assessments” must also be signed, because all Test Administrators will be viewing the actual test questions in order to prepare allowable accommodations  A signed oath is required for all certified and non- certified paraprofessionals assisting Test Administrators with preparing for the tests CTC Training Alt 2 Spring 201630

31 Oath of Test Security and Confidentiality for Non-certified Personnel  Campuses allowing noncertified paraprofessionals to assist with the preparation of test materials during or after the preview window must identify a certified staff member who will be responsible for supervising these individuals  After training has been completed, all Non- certified testing personnel must sign the Oath of Test Security and Confidentiality for Non-certified Personnel  The box titled “For Test Administrators Authorized to View Secure State Assessments” must also be signed, because all Non-certified testing personnel will be viewing the actual test questions in order to prepare allowable accommodations CTC Training Alt 2 Spring 201631

32 Secure Test Materials in Test Administrator Manuals CTC Training Alt 2 Spring 201632 The Test Administrator manual currently posted online does NOT have secure content. There is a different TA manual which will contain the secure test content. This will be available right before the testing window and must be returned to the Campus Testing Coordinator at the end of testing each day. It must remain secured with the student test booklets April 2016

33 Test Administrator Manual CONTINUED  Remind Test Administrators to carefully read the non- secure front matter from the Test Administrator manual prior to previewing or working with any test materials  When new Test Administrators receive training from Special Programs, they will refer to the non-secure information (the front matter) in the Test Administrator manual. This section can be downloaded from TEA’s webpage at http://tea.texas.gov/student.assessment/special- ed/staaralt/ http://tea.texas.gov/student.assessment/special- ed/staaralt/  The remainder of the manual provides specific test question instructions and student booklet images. 34 Photocopying Guidelines  The stimuli in the student test booklet might need to be altered in some way to allow access for the student  The secure portion of the Test Administrator manual cannot be copied  The student booklet can be photocopied, but it cannot be disassembled  Follow these guidelines when photocopying student booklets:  Maintain test security and confidentiality  Only a trained Test Administrator or Campus Coordinator who has signed an oath can photocopy a student test booklet  If a math test is copied, but not enlarged, the copier must be set to copy at 100% and the scaling option set to “no scaling” or “zero” to ensure that graphics result in the intended measurement  The memory on the copier must be cleared after copying secure student booklets  All photocopied pages of the test questions, for both Stimulus A and B, must be returned with the nonscorable shipment after testing CTC Training Alt 2 Spring 201634

35 Material Storage and Checkout  All secure test materials must be signed out and back in each day using a Materials Control Form. This includes the preview window and test administration window  Campuses must ensure that all Alternate 2 Test Administrator Manuals, student test booklets, and photocopies of stimuli from the student booklets remain in secure locked storage when not in use within the confines of the school building at all times  No testing personnel are permitted to remove test materials from campus at any time  Large envelopes work well for containing test materials and accommodations for each student CTC Training Alt 2 Spring 201635

37 Penalties for Prohibited Conduct CTC Training Alt 2 Spring 201637  Release or disclosure of confidential test content is a class C misdemeanor and could result in criminal prosecution  Irregularities in test security or confidentiality may result in the invalidation of students’ assessments  Any person who violates, assists in the violation of, or solicits another to violate or assist in the violation of test security or confidentiality, as well as any person who fails to report such a violation, is subject to the following penalties:

39 Procedural Testing Irregularities CTC Training Alt 2 Spring 201639  Procedural Irregularities are less severe, more common, and are typically the result of minor deviations in testing procedures. Examples by category include:  Eligibility Error –  eligible students are not tested  ineligible students are tested  IEP Implementation Issue –  student is provided an unapproved accommodation  student is not provided a prescribed accommodation  Improper Accounting for Secure Materials  secure materials are not returned, checked in, and accounted for at the end of each preview and/or testing day  testing personnel lost test materials  secure test materials are left open and visible

40 Procedural Testing Irregularities CONTINUED CTC Training Alt 2 Spring 201640  Monitoring Error  Testing personnel left a room unattended when students or secure materials are present or when secure responses to tests are visible  Secure materials are left unattended, or online tests remained visible when entering student responses during a break taken by students, testing personnel, or Testing Coordinators  Testing personnel did not monitor students during a break  A student or testing personnel was allowed to remove secure materials from the testing area  Other Procedural Errors  Testing personnel did not issue the correct materials to the correct student  Students were provided unallowed materials during testing  Testing personnel did not follow test administration directions, Presentation Instructions, or Scoring Instructions as required by test administration procedures

41 Return of Materials  After each test session, collect all test materials from Test Administrators  Coordinators will collect Test Administrator manuals, student test booklets, scoring documents, and photocopies of secure test materials  Any accompanying pictures, objects, textured materials, or instructional tools do not need to be returned  Confirm receipt of secure materials on the Materials Control Form  At the end of the testing window or when all students’ testing is complete, make sure that Test Administrators have returned all photocopies of the images and text in the student booklet and the scoring document used to record student performance CTC Training Alt 2 Spring 201641

42 Document Retention  Retain Materials Control Forms, testing rosters, Test Administrator Oaths, Oaths for Non-Certified testing personnel, and all accompanying documentation on your campus for five years  Photocopies of test materials and student scoring documents must be returned with nonscorables. 44 Test Administration Process Receive Test Materials STAAR Alternate 2 Test Administrators will be provided with the following materials: CTC Training Alt 2 Spring 2016 STAAR Alternate 2 Test Administrator Manual—secure; Student booklet— secure; STAAR Alternate 2 Scoring Document— secure during and after use; Provides a guide to administering the test, as well as specific instructions for administering each question Contains the images and text for the questions and answer choices presented to the student A single sheet with answer bubbles arranged in clusters of four items for recording student responses for later input into the online transcription form. Coordinators will collect these documents from Test Administrators in order to enter responses online 44

45 Preview Test Materials Test Administrators and Test Administrator Assistants need to preview the STAAR Alternate 2 materials to become familiar with the test and to prepare any necessary accommodations Test Administrators and Test Administrator Assistants should use the preview period to: prepare accommodations according to the guidelines outlined in the “Accommodations” section of the manual practice reading the script and following the “Presentation “Instructions and “Scoring Instructions” for each item CTC Training Alt 2 Spring 201645 When the preview window closes on April 1, Test Administrators and their Assistants should be ready to begin administering the assessment ACCOMMODATIONS FOR TESTING MUST BE COMPLETE

46 Preview Test Materials Test materials must be kept in locked, secure storage throughout the day when not in use Test Administrators are no longer required to return each student’s test administration accommodation materials and test book when they are finished working with it. 47 Materials Control Form Test Administrators are responsible for student booklets and STAAR Alternate 2 Test Administrator manuals until they are returned to a CTC. When the materials are returned, CTCs must initial the “In” box. The CTC’s initials indicate that the Test Administrators have returned all secure test materials checked out to them as listed on the STAAR Alternate 2 Materials Control Form Test Administrators must verify that they have received the exact number of secure test materials recorded as issued, and initial the “Out” box The Test Administrators’ initials also signify that they have signed their security oaths Retain completed STAAR Alternate 2 Materials Control Forms for your records CTC Training Alt 2 Spring 201647

48 Administer the Assessment  Test items must be administered in the order they appear in the student booklet  The Test Administrator is given directions to present the item, specifically what to direct the student to, and what to communicate to the student  Students can be alerted back to the task or materials or be encouraged to stay focused at any time during testing  At no time may a student go back to previously answered items, including after an administration has been stopped and resumed for an emergency  Students can request to have information repeated CTC Training Alt 2 Spring 2016 The STAAR Alternate 2 Presentation Instructions are standardized and must be followed to ensure a valid assessment 48

49 Administer the Assessment Before the “find” statement is given CTC Training Alt 2 Spring 2016 Repeating Presentation Instructions The Test Administrator can repeat sections of the presentation instructions without a student request if the student is distracted during the presentation, up until the answer choices and the “find” statement are given Passages can be reread as needed before the answer choices and the “find” statement are given 49

50 Once the answer choices and “find” statement are given, the Test Administrator must wait at least 5 seconds for the student to respond If no response is given, after a reasonable wait time, the answer choices and “find” statement can be repeated once The order in which the bullets for the answer choices and “find” statement in the presentation instructions are communicated can be reversed from the order listed in the instructions Once a student gives an answer, the Test Administrator must follow the scoring instructions to determine how to proceed Repeating Presentation Instructions CTC Training Alt 2 Spring 2016 Administer the Assessment After the “find” statement is given 50

51 Administer the Assessment - Assistive Technology CTC Training Alt 2 Spring 2016 Assistive technology that is documented in the student’s IEP and is used routinely in instruction may be used to provide the student access to the assessment The use of technology should be used primarily for communicating an answer by the student or presenting answer choices by the Test Administrator Because the assessment is secure, the use of some devices is not allowable. Instances when a device or procedure would not be allowed include: –tablets or computers with Internet access that cannot be turned off –inputting answer choices into a device that has stored memory that cannot be erased 51

55 Plan and Prepare Accommodations Reformatted allowable accommodations chart is in both The Educator Guide for STAAR Alternate 2 and the STAAR Alternate 2 Test Administrator Manual with the addition of “provide structured reminders” The accommodations must: maintain the integrity of the assessment avoid leading to or providing the student a direct answer be used routinely in instruction reflect the student’s learning styles, and allow a student to respond using a mode that is appropriate for the student CTC Training Alt 2 Spring 201655

56 Plan and Prepare Accommodations The Test Administrator must present the accommodations uniformly so that the correct answer is not emphasized over the other answer choices Routinely used accommodations for positioning and behavioral supports can be provided for any student to ensure that the student can physically access the stimuli provided and maintain focus throughout the testing session It is appropriate to add language that encourages the student to stay on task It is not appropriate to add language about the content of the question CTC Training Alt 2 Spring 201656

58 Consider Timing Options STAAR Alternate 2 is an untimed assessment and may take as long as necessary to be completed within the testing window. Some timing options include  administering the assessment at a time that is most appropriate for an individual student  allowing breaks, as necessary  administering the test over several days with several sessions per day  administering the test over several days, one session each day CTC Training Alt 2 Spring 201658

60 Managing Online Test Sessions  Training materials will instruct Test Administrators to enter student response data in TestNav. Campus Testing Coordinators will take care of this task  As each student completes the test, the TA will give the secure answer document directly to the Campus Coordinator. The CTC will enter students’ responses for the Alternate 2 Test Administrators  Coordinators must be ready to enter student responses. Get a list of all students participating in STAAR Alternate and the tests each student will take  Test sessions must be created in PearsonAccess NEXT so that responses for each student’s test can be entered  All students participating in the same test can be added to the same session. Students do NOT have to be entered in separate test sessions based on the Test Administrator  Select “transcribed” as the test form CTC Training Alt 2 Spring 201660

61 Print Student Test Tickets Student test tickets may be printed after students have been placed into a test session Campus Coordinators will use the secure information on the student test tickets to login in TestNav The student authorizations contain  the unique username and test code needed by the Test Administrator to log in so that student responses can be transcribed CTC Training Alt 2 Spring 201661

62 Attributing Results to the Zoned Campus  Student results must be attributed to their Campus of Accountability (Zoned Campus, based on address). This might not be the same as their Campus of Enrollment (campus the student is attending based on program needs)  Check each student’s Registration Details Screen (in NEXT) to confirm the Campus of Accountability is correct. Check the 9-digit County-District-Campus (CDC) number in the “Reporting Campus” field  It must match the campus showing in the “Zoned school (Active)” field in Chancery (Overview tab)  All CDC numbers will begin with 101917 (101 is Harris County, and 917 is our District number)  The last 3 digits are the campus number CTC Training Alt 2 Spring 201662

63 Transcribe Student Responses  After student tickets have been printed, student responses can be entered into the on-line transcription form  Campus Coordinators will log into the online transcription form using the student’s test ticket and transcribe student responses  Scoring documents can be found in the back of STAAR Alt 2 Test Administrator Manuals or in the resources section at assessmentmanagementsystem.com under Support > Documentation CTC Training Alt 2 Spring 201663

64 Steps to Transcribe  CTCs will login with student authorization information and enter responses for each item  After logging in, you should now see a screen with the appropriate grade and subject. If you do not, check that you have entered the username and test code exactly as printed. Make sure the student’s name appears in the top right corner of the screen  Each screen will have one question. On the screen for each question, enter the student response by selecting the appropriate bubble – A, B, or C CTC Training Alt 2 Spring 201664

65 Steps to Transcribe CONTINUED  On the Test Overview screen, click the Submit and Exit Test button. Select “I am finished with this test and I want to submit my final answers” in the pop-up box then click the Final Submit button to submit student responses and exit TestNav CTC Training Alt 2 Spring 201665

67 Entering Do Not Score Information  For students who do not test or do not complete testing, we must enter a reason why the test will not be scored  Any test which is not scored must also be Marked as Complete  Go the Session screen and select the checkbox next to the student’s name > Click Mark Test Complete button > Enter the “do not score” reason for marking the test complete > Click Save  Do Not Score Designations:  A = Absent  M = Medical Exception  N = No Authentic Academic Response  O = Other CTC Training Alt 2 Spring 201667

68 Do Not Score Designations  Do Not Score Designations:  A = Absent  Student is absent throughout the 15-day testing window. Do not mark a student as absent if the student was absent one or more days, but fits one of the score designations below  M = Medical Exception  Student is unable to participate meaningfully on the basis of a medical condition. This is determined by the ARD committee prior to testing and documented in the IEP  NAAR = No Authentic Academic Response  Student is unable to participate meaningfully on the basis of the student’s disability, resulting in the inability to make an authentic response to stimuli presented in the test booklet. 69 Student Absences and Incomplete Assessments  Every attempt must be made to complete the assessment during the window  If the assessment cannot be completed within the window, enter the score for the portion of the testing the student was able to complete into the online transcription form in TestNav  If a student cannot complete testing within the window due to a disability, truancy, or other circumstances, contact Student Assessment for guidance  A Test Administrator not having enough time to complete test administrations is not a reason for an incomplete administration. If you have any extenuating circumstances which leads you to believe a Test Administrator may not complete the administrations for his/her students, contact the Student Assessment and Special Education departments right away. TEA will not generally approve additional time to complete test administrations  If the student is absent for the entire assessment window, his or her assessment should be marked with a score code of “A” for absent CTC Training Alt 2 Spring 201669
