4 Youth Employment Initiative Overview Black Country Programme led by Dudley MBC (Lead Accountable Body) £51 million programme (made up of ESF, YEI and Local Authority match) Approx. £8.3 million coming to Walsall The programme ends July 2018

6 YEI - Eligibility The programme is aimed at 16-29 year olds to assist them into employment, education or training Funding will be available for development and training to improve work readiness Marginalised 15 year olds identified at risk of becoming NEET are also eligible

7 YEI - Activities Eligibility Registration Initial Assessment Action Planning Customised support packages led by Advisors that provide: – Level 1 - a short sharp intervention – Level 2 - a more supportive programme – Level 3 - an intensive programme of support and key working/mentoring – Level 4 - a programme of intensive specialist support over a longer duration – Level 5 – referral to the BC Talent Match programme for those in thematic groups

8 YEI Delivery Walsall programme will be delivered by Walsall Council services such as Children’s Services, Regeneration – Employment and Skills, Adult Social Care and Money Home Jobs Eligible Participants will be supported by a specialist Advisor throughout their journey Additional external partners to deliver will be procured Delivery Teams and other Providers will be Quality Assured during the process

9 YEI Delivery Participant plans will be updated regularly with ongoing needs assessed including travel or accessibility constraints, communication problems, skills gaps and mental and physical health issues and personal issues where a receive specialised provision, including drug and/or alcohol counselling, and sexual or other health advice can be offered. Customised support will be developed in line with needs of participant – via procurement

10 YEI Referrals Referrals will be received from a multitude of sources Local Authority, Public Health & IAG Services Job Centre Plus Health Services Voluntary Sector and Community Associations Training Providers and Delivery Partners Police & Probation Services Schools Walsall Education Business Partnership

12 YEI Procurement Led by Dudley MBC (lead accountable body) - Information collated from partnership thematical delivery needs – framework to be signed off and advertised ( following OJEU standards ) - Talent Match Framework – Accessible to training providers on bespoke needs - Mini Competitions will be used to procure individual/group needs of participants

13 YEI Participation Funds Participation funds available to aid those that may have difficulties to undertake or achieve their action plans i.e. transport, equipment, clothing, one off specialist support Panel approach used to reach decisions based on information presented to meet needs of participant Process being developed using existing Early Help Locality approach
