3 The URBEM Framework for Assessing and Managing River Rehabilitation The framework includes –Generic approach for assessing and managing river rehabilitation, encompassing the tool for assessing the potential for rehabilitation of an urban watercourse –Support guidance Information that is available to inform the decisions taken in the generic approach –Decision guidance Tools and assessment procedures that elicit a decision The framework links to all the other outputs of the URBEM project and can be expanded to include non-URBEM tools, methods and information

16 1a Formulating river rehabilitation goals Set high level goals and more specific objectives Example Goal: To improve the aesthetics of the river Objectives: Increase the natural components of the river, increase the accessibility of the river The goals should be complete so that they include all aspects that might affect the final decision

18 1b Defining method of assessment This stage determines how the objectives will be measured and how different options for achieving the objectives will be evaluated The tool is flexible so the decision maker can select the most appropriate approach for their situation Methods can take into account the different levels of importance of objectives so that most important objectives are prioritised

20 2a Development of options This stage involves developing any further options for rehabilitation of the river and may include different projects on different parts of the river The options are scored based on the extent to which they achieve the objectives

24 3 Implement, monitor and review The best option can then be implemented Monitoring and review is important to see whether the project achieves its objectives A strategy can be developed if the project is not achieving its objectives

25 Conclusions The framework describes all the outputs from the URBEM project This gives an overview of the tools and information available to support the river rehabilitation process The implementation of assessing and managing river rehabilitation will involve the input of a wide range of technical specialists from a variety of disciplines Stakeholder engagement and participation (including the public) is an important part of any project
