16 Draft Resolution (Arab League) Calls on member states to take necessary steps to prevent flow of arms into Syria, without imposing an embargo Demands an immediate end to violence on all sides and calls for violators of human rights to be held accountable Calls on President Assad to hand power to a deputy and make way for free elections The UN wanted to support this proposal but China and Russia used their veto!
