1 Chinese Taipei’s DfE Practices Ray Y. B. Reu Center for Environmental, Safety and Health Technology, ITRI

2 Mission of Strategic Environmental Technologies Group in ITRI Visiting US, UK, France and Sweden -- study the international trend and technology requirement Pre-study program from DOIT, MOEA Localization of the ISO 14001 Technology  Demonstration programs by IDB  Special study and review program by EPA  Promotion by workshop and training programs Techniques and database for Life Cycle Assessment Technology promotion and Transfer to industrial sector FY 1997-2001 FY 1996 1994.3 1995.1-6

3 Promotion of EMS by DOIT project Preparatory phase Self- evaluation Establish the system Registration Review/ Audit understanding ISO 14000 vs. standards environmental performance (regulation and aspects) self-check EMS plan set procedures training implementation and modification review and coordination internal auditing improvement tasks Workshops technical guidance manuals

4 structure/ data quality structure/ data quality applied models and modules application and indicators of Design for Environment application and indicators of Design for Environment Indicators for data quality simulation and comparison of different indicators Database for fundamental industries and raw materials 1st 2nd 3rd 5th 4th R&D Schedule for LCA fiscal years case study of DfE

5 Relationships Between Industrial Operation and Aspects of Sustainable Development Raw Material Process Pollutants Product Waste Customer Environmental Impact Recovery, Treatment Treatment ISO 14000 (BS 8800/RC) (Development of) Environmental Service Business Cleaner Production ISO 9000

6 Plan-Do-Check-Act §Customer requirement §Claims of interested parties §Pressure of productivity Operational Structure of ISO 9000/14000 Sustainable Business Cleaner Production (continuous application of an integrated preventive environmental strategy applied to processes, products, and services) Environmental Technologies (End-of-pipe treatment technologies --efficient, recovery, toxicity reduction, resource conserved) Operational Structure of Industrial Sustainable Development

7 Structure of the Industrial Sustainable Development Strategy in ROC Sustainable Industries ( Business with Eco-efficiency ) Overall planning, Establishment of baseline information and the evaluation of effectiveness ISO 9000ISO 14000 Cleaner Production Environmental Service Business Consultancy, training and promotion Accreditation and certification Technology development and transfer Establishment of system and regulations Resource input DfE Better service Better life

8 DfE Related Terms Green Design Design for Environment (DFE) Design for Environment, Safety and Health(DFESH) Eco Design Sustainable Product Design (SPD) Sustainable Design (SD) Sustainable Product Development (SPD) Ecological Design Design for Ecology (DFE) Environmentally Conscious Design Environmental Friendly Design Life Cycle Design Design for Recycle (DFR) Design for Disposal (DFD) Design for Disassembly (DFD)

9 Keys to DfE Concept training –Reduce energy and material usage –Reduce environmental emissions System –Including controls in ISO 9001 or ISO 14001 or other management system Tool –Manual, computer software for designers and managers Measurement –How green is green? –Measurement in quantitative way or qualitative way –Is LCA data enough? External situation –Government regulation, enterprise policy, customers’ need

10 DfE Related Efforts Green design manual general, 1995, DIC Green design manual-product specific, 1996~, DIC Design for environment – product life cycle assessment, 1997, DYU Computer aided design for disassembly, 1998~, NCKU Development of DfE tools, 1998, NCKU Abbreviation of organizations: DIC: Design Information Center; DYU: Da Yah University; NCKU: National Cheng-Kung University

11 DfE Ongoing Projects Eco-design and total cost assessment, ITRI Green design tools and system development, ITRI Manual of design for environment, TEMA Application of green design on recovery system fees, ITRI –Propose green IT product specifications –Analyze life cycle impact variations among IT products with same function –Propose different rate of recovery fees among IT products

12 Build up Designer’s Ability The designer should take into account the environmental impacts in all life cycle stages. Due to the complexity of the quantification of impacts, it is not easy for designers to understand and use the results in their decisions. Therefore some simple rules or guidance are developed for the use in products design.

13 Some Guidances Design for recyclability Design for disassembly Design for waste reduction Design for energy use reduction Design for resource use reduction Design for chronic risk reduction Design for accident prevention

14 Building blocks of LCI database

15 Inventory software - ITRI model

16 Example of data provided on web
