5 Safeguarding Adults Definitions:  Personalisation: is about promoting peoples human rights, such as rights to self – determination, life, freedom from inhuman and degrading treatment, etc.  Safeguarding adults: is about preventing their violation by others

6 Safeguarding Adults National Context The MSP Programme is enshrined in the :  Personalisation agenda  Putting People First concordant  Our Health, Our Care, Our Say  ‘Nothing About Us Without Us ’

7 Safeguarding Adults National Context Cont. Need to Comply with CQC Requirements Services are expected to be:  Responsive  Safe  Effective  Caring and  Well-Led

8 Safeguarding Adults The Care Act  The Care Act has now placed Safeguarding Adults on a statutory footing, expecting Safeguarding adults practice to be guided by the following 6 principles:

9 Safeguarding Adults  Empowerment  Proportionality  Protection  Prevention  Partnership  Accountability

10 Safeguarding Adults Local Context  Safeguarding practice in Enfield is now incorporating the 6 Care Act principles in their audit process. ng during Q4 was 82% as reflected belowratinbelow :J

11 Safeguarding Adults THE MSP Programme The LGA and ADASS are promoting personalised safeguarding  Purpose: To support councils and their partners to develop outcomes-focused, person- centred safeguarding practice.

12 Safeguarding Adults The approach aims to facilitate a shift in emphasis in safeguarding from undertaking a process to a commitment to improving outcomes alongside people experiencing abuse or neglect.

13 Safeguarding Adults MSP Levels 1.Bronze: sector outcomes measure for safeguarding. This can include:  to discuss the outcomes people want at the start of safeguarding activity  follow-up discussions with people at the end of safeguarding activity to see to what extent their desired outcomes have been met 

14 Safeguarding Adults 2. Silver: Prevention: If well on the way to achieving the two points above, councils may wish to develop enabling responses that reduce risk of or recurrence of abuse and neglect as well as recording and aggregating information about outcomes. 

15 Safeguarding Adults 3. Gold:  Involves work on both 1 and 2 above, and in addition, find a partner in a university or other research organisation, who will undertake a more formal evaluation of the work..

16 Safeguarding Adults What do we need to change to ensure that our practice meets the MSP Criteria? 1. Enrolment with the Programme : Enfield is now enrolled for the programme at Gold level.
