2 2 Project Objective To clarify and enhance cooperation between law enforcement agencies and specialist service providers in the provision of assistance to victims of human trafficking for sexual exploitation.

3 3 Formalised Cooperation Agreements Memoranda of Understanding as tools for achieving this objective: A common understanding of objectives, procedures and roles Trust and confidence building Improve transparency and reduce bureaucracy Recognize limitations Objective frame of reference to measure progress Reinforce accountability on both sides

How do the mechanisms outlined in the model MoU differ from current practices? What do you see as the main advantages of having a MoU in place? What do you see as the possible disadvantages of having a MoU in place?

21 21 Questions - Content Are the needs of the victim met? Are the capacities/roles of the specialist service providers accurate? Are the capacities/roles of the law enforcement agencies accurate? Are there any missing elements?

22 22 Questions - Implementation What problems or obstacles do you foresee in implementing the MoU? Who has the authority to sign the MoU? On what level should the MoU be implemented – national or regional? What additional resources would implementation entail? Is the role of the co-ordinator clear? Does this institution or function already exist or would it have to be established?
