INTEGRATED ASSESSMENT AND PLANNING FOR SUSTAINABLE DEVELOPMENT 3 Click to edit Master title style 3 Brief introduction to decision-making Decision-making is the choice between alternative courses of action. It takes place within a political culture of roles, rules and responsibilities. It is framed by and alters policy and institutional arrangements. It is based on and combines different types of information. It is underlain by assumptions and values about what is important. Some are explicit; many are implicit.

UNEP framework represents a structured, interdisciplinary approach. Methodology and tools provide means of making informed choices. Stakeholder consultation ensures transparency of decision- making. ESE objectives are reconciled within a sustainability framework. This occurs throughout the planning process.

INTEGRATED ASSESSMENT AND PLANNING FOR SUSTAINABLE DEVELOPMENT 6 Click to edit Master title style 6 Key challenges to integrated decision-making Scientific uncertainty about the effects or outcomes of options or proposals. Interest or value based conflict over the best course of action. Fragmented policy or institutional frameworks provide insufficient guidance. Inherent difficulties of weighing non-commensurable factors. Accounting for future generations (decisions of today affect prospects for tomorrow).

INTEGRATED ASSESSMENT AND PLANNING FOR SUSTAINABLE DEVELOPMENT 7 Click to edit Master title style 7 Some precepts for integrated decision-making Clarify any policy and institutional ‘givens’ that apply. Identify what rules and criteria will apply for each dimension of sustainability. Take a principled approach to balancing objectives and making trade-offs. Options/actions must meet all objectives at some required level. None of the ESE objectives should be automatically preferred or always maximized. Use precaution when there is a threat of significant environmental damage or social dislocation.

INTEGRATED ASSESSMENT AND PLANNING FOR SUSTAINABLE DEVELOPMENT 8 Click to edit Master title style 8 Discussion points How, when and by whom is information from assessment and planning presented to decision- makers? Is there a formal commitment? Are decision makers committed to implement the IAP findings? Have any formal rules or principles of decision- making been identified or established? Who is solving conflicts? Any lessons or insights from experience to pass on to other teams?
