2 SUMMARY EIBI modules: Develop EIBI Screening & Training Materials Training for trainers Training in EIBI (train MDs, Nurses, …) Implementation (pay to the participants of the evaluation study) Research component: Compare MDs and Nurses Information dissemination: Materials High level seminar with decision makers in health care policies and other similar initiatives Include EIBI into the Russian national health care system EG on ”SIHLWA” Subgroup on Alcohol 2008

3 SUMMARY EIBI: Alc-Subgroup Comments: European experience with EIBI: PHEPA-1 is completed, PHEPA-2 is ongoing. Sweden is currently running a national program of EIMI. ==> Coordinate SIHLWA EIBI project with PHEPA and Swedish EIMI: Best practices exchange Family is affected by alcohol (domestic violence and other issues) ==> Include this focus into EIBI When talking about prevention - keep in mind: EIBI is good, however, it is NOT enough ==> Think about the broader issues EG on ”SIHLWA” Subgroup on Alcohol 2008

4 SUMMARY Report from the participating countries on recent developments in alcohol policies and related issues: Coordinate measures to address increasing alcohol use (alcohol policies): Raising alcohol sales taxes Communication to industry on warning labels on bottles and containers; Accessibility limitations Restrictions of alcohol advertisement Restrictive drunk driving policies Police monitoring and enforcement measures to address alcohol- related crime EG on ”SIHLWA” Subgroup on Alcohol 2008

5 SUMMARY Report from the participating countries on recent developments in alcohol policies and related issues: Coordinate measures to address increasing alcohol use (alcohol policies): Update information on alcohol policies in the NDPHS data base Alcohol education campaign Alcohol and youth State monopoly on alcohol (production and/or import) Is there a safe level of alcohol consumption? – At least not for cancer! WHO: Framework for alcohol policy in the WHO European Region EG on ”SIHLWA” Subgroup on Alcohol 2008

6 Future Plans Legal issues seminar: Latvia (Sigulda) (mid-September or October, 2008). Proposals are welcome. Thematic report on EIBI: Based on the updates from participating countries to be submitted by end-Aug 2008 to Kari Paaso and to Evgeny Krupitsky [kru@ek3506.spb.edu] (including PHEPA). Thematic mailing list (suggestion to the NDPHS secretariat). www.nosam.net service (alcohol policy developments in Nordic countries): to have it extended to the NDPHS countrieswww.nosam.net Press relations: Communication to mass media on alcohol related issues. Canadian report on mass media to be circulated within Alc-subgroup in the fall 2008. Communication to journalists needs to be wise and careful => To develop a strategy (Nordan). EG on ”SIHLWA” Subgroup on Alcohol 2008

7 Future Plans Long term action plan for 2009/10: -Alcohol industry and Alcohol related harm. A seminar to be organized together with ADO sub-group. -Health in all policies approach: Alcohol is a part. Share approaches developed in different countries to approach ministries. Finnish initiative – to be discussed at the next SIHLWA meetings. -Alcohol and family (Alcohol and domestic violence. Children in alcohol families.) – a topic for a seminar or workshop. Funding through the pipeline is needed to develop a project addressing this issue. -Stepped care (Patient Placement Criteria). Danish and Dutch models and experience. ASAM Patient Placement Criteria.
