LPIS context - type of reference system 2 o Italian reference parcel is the cadastral parcel which is managed by the Ministry of Finance (“cadastral layer”) o Soil photointerpretation (“land cover”) however, since 2007 has not been made within cadastral parcel but on the whole territory o Italian LPIS comes from the intersection of these two layers: “land cover” layer and “cadastral layer”

LPIS context - land cover types registered in the LPIS 6 agricultural land covers are differentiated in three primary classes: arable land permanent pastures permanent crops non agricultural land covers and pro-rata pastures are detailed with a CLC derivate legend equivalent to the third CLC level For example: woods: coniferous woods, broad-leaved woods, etc. pastures: sclerophyllous vegetation, natural grasslands, etc.

LPIS context - land cover types registered in the LPIS 7 Pastures on the basis of their eligibility rate are detailed in: Pure pastures Pastures with 80% of eligibility Pastures with 50% of eligibility Also several agricultural classes have been detailed further on, such as permanent crops, e.g.: Vineyard Olive Nuts Short rotation coppice Wood plantations etc…

8 1. LPIS context - land cover types registered in the LPIS 8 Several arable land (declared to coupled payments) are detailed to a land use level with information coming from OTS checks which have only a temporary validity: Wheat Rye Rice Beat Tomatoes etc...

10 1. LPIS context - EFA layer (status, plans. Progress or future perspectives) 10 An automated procedure was applied transforming selected land cover codes in the related EFA codes on the whole of the National land cover layer At the same time the center line of these (generally elongated) polygons was created in order to measure features lengths. On this new layer called “Refresh Efato” the areas declared by farmers with more of 15 arable land hectares were revised by CAPI, the automated output was checked and corrected whenever necessary and new not automatically convertible features were analyzed, redesigned, recodified with center lines generated.

Progress or future perspectives): 11 Point features such as isolated trees were digitized as points Features included in the agricultural parcel due to their dimension (under 2 meters wide) were digitized as lines AGEA foresee to complete the EFA layer on all the national territory before the beginning of the 2016 application campaign

LPIS context - How is the access to LPIS data regulated? 13 Italian LPIS data access is free in visualization for farmers and farmer organizations only upon request and after the user registration Access is possible through Farm register which is made available for every farmer to see/control his private data only. Farmer organizations can access LPIS data coming from their associated farmer only Two million of users can have access to SIAN geographic data from the entire country : orthoimages, land cover/use and cadastral maps.

LPIS context - Issues of access and data availability (for other services in Italian institutions / for climate change people / JRC / Commission / general public?) 14 Web services are available between Agea coordination body and other paying agencies Until now LPIS data were shared with other Italian institutions by physical copy on hard disk or as alphanumeric output Other institution envolved in LPIS data exchanges: Ministry of Agriculture Ministry of Environment, Ministry of Finance National Statistical System

15 1. LPIS context - Time series of LPIS data available? How long / since when? 15 LPIS data are: systematically updated every three years sporadically updated by other sources (OTS, requests for revision by farmers, back office work etc.) depending by control sampling and other variable circumstances.

16 1. LPIS context - Time series of LPIS data available? How long / since when? 16 LPIS data are chronologically stored and: From 1997 to 2007 sporadically available (only for declared parcels and only for zones were images were available for OTS controls) Since 2007 onward the whole National cover has been available comprising declared and not declared parcels, independently from cadastral layer. In 2015 the third updating cycle will be concluded because every year starting from 2007 was updated by one third of the whole national area. Not agricultural LCs and pro-rata pastures only from 2010 are detailed with the described detail level.

17 1. LPIS context - availability as web service? Which type? (WMS, WFS, WMTS,...) 17 WFS are available and commonly used for data exchange between Italian coordination body (Agea) and single paying agencies over the country WMS and WMTS are available and commonly used by the working applications which Agea technicians uses during photointerpretation, updating and control procedures At the moment there are not working web services permitting exchange of data with any different external bodies

Expectations and plans 21 (if at all available or known at this stage) how do Italia intend to cope with the requirements by 2020 of Decision 529/2013/EU of 21.05.2015 to report/account on the climate impact for the land use, land use change and forestry sector? ISPRA (Istituto Superiore per la Protezione e la Ricerca Ambientale) controlled by Ministry of the Environment is the Italian organization in charge of reporting on the climate impact for the LULUCF. what are the plans / expectations - if any already in place??
